About this opportunity
The Delaware County Solid Waste Authority (DCSWA) has issued a Request for Proposal (RFP) for painting and refractory relining of a landfill gas flare system located at the Rolling Hills Landfill in Delaware County, Pennsylvania. The procurement seeks a qualified contractor to complete a comprehensive lump-sum contract for system refurbishment, with proposals due by August 6, 2025. The RFP requires contractors to provide complete painting and refractory relining services for the existing landfill gas flare infrastructure, with detailed specifications outlined in the attached documentation. Potential bidders must demonstrate technical expertise in industrial painting and refractory relining techniques specific to landfill gas management systems. The procurement process will involve a competitive proposal evaluation, likely assessing contractor qualifications, technical capabilities, proposed methodology, and cost structure. Interested contractors must carefully review the attached RFP document (1-RFP Painting & Refractory Relining of Landfill Gas Flare.pdf) for comprehensive requirements, submission guidelines, and specific technical specifications.
While specific set-aside designations are not explicitly detailed in the provided documentation, contractors should anticipate potential prevailing wage requirements as indicated by the attached prevailing wage rates document. The procurement appears open to qualified industrial contractors with specialized experience in landfill gas infrastructure maintenance and restoration. The attached "Lump Sum Bid Results" document suggests potential previous contract history, though specific incumbent vendors are not clearly identified. Given the specialized nature of the work, contractors can expect a technical evaluation that emphasizes demonstrated capability in industrial painting and refractory relining for gas management infrastructure. While no specific budget range is provided, the lump-sum contract approach indicates the expectation of a comprehensive, fixed-price proposal that encompasses all necessary materials, labor, and technical expertise to complete the flare system renovation.
