About this file
This document is a comprehensive bid package for the Delaware County Solid Waste Authority's (DCSWA) Landfill Gas System Construction project located at the Rolling Hills Landfill in Earl Township, Berks County, Pennsylvania. The project involves the installation of fourteen vertical landfill gas extraction wells, one condensate knockout station, landfill gas (LFG) header and lateral pipes, and associated piping fixtures to tie into the existing LFG system. Sealed bids will be received online via the PennBid Program until 3:00 PM local time on December 5, 2025, with a mandatory pre-bid conference scheduled for November 18, 2025, at 10:00 AM at the Rolling Hills Landfill administration building. The contract is structured as a single prime contract with lump sum and unit price bidding, and the project has specific milestone completion dates: 90 calendar days for LFG well installation, 150 calendar days for LFG piping installation, and 165 calendar days for final completion.
The bid package includes detailed specifications for bid security, requiring a 10% bid bond or certified check, and stipulates compliance with Pennsylvania prevailing wage requirements. Bidders must submit comprehensive documentation including a Contractor Statement of Qualifications, demonstrating experience with at least ten landfill gas projects and the ability to independently meet specific qualification criteria. The contract includes liquidated damages of $2,500 per day for missed milestone completions. Payment will be processed monthly, with 90% of completed work value retained until substantial completion, and final payment made upon project acceptance. The project is funded through the Delaware County Solid Waste Authority, with no explicit mention of alternative funding sources or set-aside provisions. Bidders are required to comply with various state regulations, including the Pennsylvania Steel Products Procurement Act and Trade Practices Act, which restrict the use of certain foreign-manufactured materials.
