About this file
This document comprises the specifications for a Steel Tank Demolition Project issued by the Delaware County Solid Waste Authority (DCSWA) located at Rolling Hills Landfill in Earl Township, Berks County, Pennsylvania. The scope of work encompasses the removal of existing steel storage tanks, demolition of associated infrastructure including pumphouses, capping of piping systems, site preparation, and complete site restoration. The project includes optional work for concrete foundation demolition and requires contractors to conduct structural assessments, prepare detailed demolition plans, obtain necessary permits, handle all testing and material disposal, and restore the site to equivalent or better condition than existed prior to work. A mandatory pre-bid meeting is scheduled for Thursday, July 16, 2026, at 10:00 a.m., with sealed bids due electronically via PennBid by 1:00 p.m. local time on Wednesday, July 29, 2026. The contract term is thirty days, and the landfill operates weekdays from 7:00 a.m. to 3:30 p.m. and select Saturdays from 7:00 a.m. to 12:00 p.m.
The bid must be accompanied by bid security equal to ten percent of the total amount bid in the form of an official bank check, cash, certified check, irrevocable letter of credit, or bid bond. The contractor bears full responsibility for all labor, materials, tools, supervision, transportation, testing, utility coordination, site security, safety compliance, waste disposal, and restoration costs. Scrap metal from demolished tanks becomes the contractor's property with documentation of receipt required, while all other debris and remaining liquids must be disposed of off-site at the contractor's expense; liquid and sludge may be transported to Pottstown POTW or DELCOA WWTP with DCSWA handling disposal costs. The contractor must comply with all applicable federal, state, and local safety regulations including OSHA standards, maintain continuous site security, provide appropriate barricades and signage, and submit progress schedules with updates every fifteen days.
