The scope is on-call, as-needed parts supply, tools, shipping, and installation and repair services for telecommunications equipment during the fiscal year September 1, 2026 through August 31, 2027. The contractor must respond to service calls within 24 business hours during regular business hours (Monday–Friday, 8 a.m. to 5 p.m. Central Time) and within one hour for emergency calls. Bidders must bid a minimum of 100 percent of specified items or face potential disqualification. Historical spend for similar services was $24,999 for the period February 2025 through August 2026, provided as a guideline only and not representing guaranteed volumes; the IFB does not guarantee any volume, usage, or compensation.

Pricing must be firm and fixed for the contract term, submitted on the provided Pricing Sheet (Exhibit C), and must include all labor, equipment, materials, supplies, and related expenses. Price adjustments may be permitted during the contract term based on Consumer Price Index (CPI-W or CPI-U) using the Bureau of Labor Statistics formula, with price decreases required to be implemented immediately. The contractor must maintain comprehensive insurance coverage including workers' compensation, commercial general liability ($1 million per occurrence), commercial automobile liability ($1 million), professional liability ($1 million), and umbrella liability ($1 million).

Award will be made to the bidder offering the best value considering qualifications, ability to meet performance requirements, and price, contingent upon approval by the HHSC Executive Commissioner or designee. Bidders may submit electronically through the HHS Online Bid Room or by alternative methods identified in the solicitation package.
