About this opportunity
The California Department of Fish and Wildlife has issued Invitation for Bid (IFB) P2499012 for a Mitigation Pump Replacement project located at the Honey Lake Wildlife Area in Lassen County. The procurement seeks a contractor to replace an existing well pump system, specifically replacing a 100 HP motor with a new vertical motor and installing a new oil-cooled pump unit by National Pump Company or an approved equivalent. Contractors must possess either an A or C57 (Well Drilling Contractor) license or a C-61/D-21 (Machinery and Pumps) license to be eligible. The project requires completing all pump replacement work within 30 working days after receiving a Notice to Proceed, with a mandatory pre-bid walkthrough scheduled for December 4, 2024, at 10:00 AM. Bid submissions are due by January 9, 2025, at 2:00 PM, with a projected notice of intent to award on January 16, 2025, and proposed project start in May 2025. Evaluation criteria will include compliance with technical specifications, licensing requirements, and participation in specific business enterprise programs.
The contract includes specific set-aside and preference programs, notably requiring a minimum of 3% Disabled Veteran Business Enterprise (DVBE) participation, with potential incentives for exceeding this threshold. Small businesses can receive a 5% bid preference if properly certified, and non-small businesses can obtain a similar preference by subcontracting 25% of work to California-certified small businesses. Contractors must be registered with the Department of Industrial Relations for projects exceeding $25,000 and comply with prevailing wage requirements. The estimated project cost is $150,000, with a 5% retention held for thirty calendar days after work completion. Final retention will not be released until the Prime Contractor submits a completed DVBE Subcontracting Report. Insurance requirements include Commercial General Liability, Automobile Liability, and Worker's Compensation coverage, with the State of California named as an additional insured party. The project contract term will run from Department of General Services approval until December 30, 2026.
