About this opportunity

The California Department of Fish and Wildlife (CDFW) is soliciting bids for Project P1599036, a comprehensive filtration and UV systems installation at the Mt. Shasta Hatchery in Siskiyou County. The project requires a contractor to provide all labor, materials, tools, and equipment necessary to install state-supplied filtration and UV equipment, including a Trojan UV3000 Plus system with 12 modules containing 96 UV lamps and a drum filter model F4-5T. The primary deliverables include constructing a new 1,100 square foot metal building, installing underground piping, implementing ADA improvements, and completing mechanical and electrical system integrations. The bid opening is scheduled for May 27, 2016, at 2:00 PM, with a proposed contract duration of 100 working days from the written notice to commence. Key technical requirements include installing aluminum channels, mounting brackets, a davit crane, access ladders, sensors, and all necessary electrical and plumbing connections. Contractors must have a valid C-license classification and be registered with the Department of Industrial Relations.

The procurement includes specific set-aside provisions and participation requirements, notably a mandatory 3% Disabled Veteran Business Enterprise (DVBE) participation goal, with potential incentives for exceeding this threshold. A five percent (5%) Small Business Preference will be granted to certified small businesses submitting a completed STD 811 form with their bid proposal. Small business subcontractor participation of 25% is encouraged. The estimated project budget is $289,000, with a 10% bid bond required for proposals over $5,000. Equipment will be supplied by Integrated Aqua Systems of Escondido, California, who will also provide startup, commissioning, and training services. Contractors must coordinate closely with Integrated Aqua for equipment installation and system integration. The project has critical timing constraints, with an accelerated schedule necessitated by the hatchery's expected arrival of endangered McCloud Redband Trout eggs in mid-September, requiring precise coordination and minimal water system disruption.
