About this opportunity
Minnesota's Department of Administration is soliciting proposals for high solids and high build water-based traffic marking paint on behalf of the Minnesota Department of Transportation, other state agencies, and Cooperative Purchasing Venture (CPV) members, with written questions due November 13, 2026 at 3:00 PM and responses due December 2, 2026 at 3:00 PM Central under Contract Release P-808(5). Preference points are the only eligibility lever: certified Targeted Group, Economically Disadvantaged, and Veteran-Owned businesses receive 12 percent of total available points, and eligible DEED/DHS providers receive 6 percent.
Responders must supply high solids and high build paint across twelve line items covering two paint types in white and yellow, packaged in 5-gallon containers, 55-gallon drums, and 250-gallon totes. Technical specifications are in Exhibit C of the sample contract. Responders must price every line item on the Exhibit D price schedule, stated as a total price per unit, to be considered.
The estimated spend is $1.2 million to $1.3 million for one year. That figure is neither a minimum nor a maximum, and all quantities are estimates only. The anticipated term runs January 1, 2027 through December 31, 2028, with an option to extend up to an additional 36 months in increments the State determines. The State may award to a single responder or multiple responders.
Phase 1 is a pass/fail review of responsiveness and mandatory requirements. Phase 2 scores acceptance of State terms and conditions (100 points), cost detail (900 points), and preference points (120 additional points). Phase 3 selects finalists on best value. Cost proposals and terms remain firm for 90 days after submission. Prompt-payment discounts for payment in less than 30 days receive no evaluation consideration. The RFP summary anticipates evaluation and selection completion by November 30, 2026, which precedes the December 2 response deadline.
Responses must be submitted through the SWIFT Supplier Portal. The State is not obligated to answer questions received after the November 13 deadline. Responders must notify the Acquisition Management Specialist/Buyer in writing of any solicitation ambiguity or error and may not contact personnel in other state agencies about this solicitation.
