About this opportunity
The Maryland Department of General Services is requesting technical proposals for design consulting services at Greenbrier State Park — parking lot and backcountry trail bridge improvements — under RFTP P-052-260-010, with proposals due August 6, 2026, at 4:00 PM (extended from July 30 via Addendum 2). This procurement is a Small Business Reserve (SBR) set-aside limited to certified small businesses meeting Maryland State Finance and Procurement Article 14-501 through 14-505 requirements and certified by the Department of Social and Economic Mobility's Office of Small, Minority & Women Business Affairs. A 20% Minority Business Enterprise (MBE) subcontracting goal applies; no VSBE goal is applicable.
The scope encompasses schematic design, design development, and construction documents for parking lot formalization and paving (90-foot by 45-foot existing graveled lot, 18–24 standard vehicle spaces with one ADA space, wooden traffic barriers, and stormwater management) and design of a 30-foot backcountry trail bridge over Little Beaver Creek with 72-inch clear width for pedestrians, bicycles, and equestrian use. The consultant must coordinate permits with the Maryland Department of the Environment and U.S. Army Corps of Engineers, perform survey and geotechnical analysis, provide construction administration services, and deliver digital submissions through design development and three bound sets of full-scale and half-scale drawings upon completion of 100% bid documents in PDF and AutoCAD DWG formats.
The contract budget range is $100,001 to $500,000 under Category B A/E estimate, with a firm fixed price and 4.3-year contract term. A pre-proposal conference was held July 9, 2026; questions were due July 14, 2026. Offerors must submit four completed projects from the last ten years (projects from the last five years receive highest consideration, with construction costs of $10 million or above weighted favorably); up to three projects may be submitted with the lead design firm as Engineer of Record, with one project submitted by the geotechnical firm as Geotechnical Engineer of Record. All architectural, engineering, landscape architecture, and land surveying practitioners must be licensed by Maryland State Boards. Comprehensive professional liability insurance ($1 million per claim / $2 million aggregate), general liability ($2 million combined single limit / $3 million annual aggregate), and workers' compensation coverage are required through design, construction, and ten years post-completion. Offerors must be registered with the Maryland Department of Assessments and Taxation and maintain a Maryland resident agent at award. Submissions are through the eMMA platform only; paper proposals are not accepted.
