About this opportunity
The City of Cleveland, through its Mayor's Office of Capital Projects (MOCAP), is issuing a Request for Qualifications (RFQ) for an Owner's Advisor to administer design and implementation of facility resiliency and energy efficiency improvements on a performance-contracting basis for all 23 active Fire and Emergency Medical Service (EMS) stations, inactive stations capable of conversion, and potential new facilities. The scope includes exterior envelope upgrades, interior finishes, renewable energy integration, and enhancements to HVAC, plumbing, and electrical systems, with improvements structured under Ohio Revised Code 717.02 on a budget-neutral basis. The selected consultant will provide phase-based services, with Phase 1 (not-to-exceed fee of $32,500, including all expenses) encompassing ESCO RFQ review, pre-construction services, project coordination, energy audit completion, and guaranteed cost savings documentation, while Phase 2—to be negotiated separately—will cover construction administration and post-construction services through the Energy Performance Contract term. Deliverables must adhere to the MOCAP Division of Architecture and Site Development minimum design standards and become the sole property of the City. The RFQ was released January 28, 2026, with a non-mandatory pre-proposal meeting scheduled for February 5, 2026 at 10:30 a.m., a deadline for questions on February 11, 2026, and proposal submissions due February 18, 2026 at 12:00 p.m. Evaluation criteria include quality of proposal (20 points), demonstrated ability on similar projects (25 points), ESCO and municipal project experience (25 points), credentials of key personnel (20 points), and current workload under City contracts (10 points). The consultant must maintain professional liability insurance, workers' compensation, and general liability coverage in compliance with Ohio Department of Insurance requirements and execute a Professional Services Agreement in the form provided by the City.
Respondents must comply with the City of Cleveland's Equal Opportunity Clause prohibiting discrimination based on race, religion, color, sex, sexual orientation, gender identity or expression, national origin, age, disability, ethnic group, or veteran status, and must execute a Wage Theft and Payroll Fraud Disclosure certifying no violations within the three years preceding submission or disclosing any Adverse Determinations that would place the firm on the City's Adverse Determination List. Respondents must also provide a Northern Ireland Fair Employment Practices Disclosure certifying either non-engagement in Northern Ireland business activities or demonstrating compliance with the MacBridge Principles for Fair Employment. The City has waived the standard 10% Cleveland-area Small Business participation goal, though Equal Opportunity Office participation is encouraged but not required. All proposed subcontractors must receive prior written Board of Control approval before commencing work, with certified subcontractors (Cleveland-Area Small Businesses, Minority Business Enterprises, and Female Business Enterprises) requiring Office of Equal Opportunity verification. The contract is subject to the City's Sustainable Building Policy, requiring LEED Silver certification or higher for major renovations, and the Cleveland City-Wide Asbestos Policy for managing asbestos-containing materials across City-owned properties. The Phase 1 contract value is capped at $32,500 with no separate reimbursable expenses permitted; the City reserves the right to contract for Phase 1 services only and delay or terminate future phases based on design and cost estimation outcomes.

Introduction
The City of Cleveland ("the City," "Client," "Owner") is seeking qualifications from qualified firms interested in providing professional services as an Owner's Advisor (OA) to administer the design and implementation of facility resiliency and energy efficiency improvements on a budget-neutral, performance-contracting basis, in accordance with Ohio Revised Code (ORC) 717.02. The purpose of this Request for Qualifications (RFQ) is to identify and select a representative to coordinate the provider's implementation of a guaranteed energy savings performance contract for select City of Cleveland facilities. The project scope includes Public Safety facilities and sites, specifically all Fire and Emergency Medical Service (EMS) Stations including the 23 active stations, inactive or stations able to be converted to another function, and potential new Fire and EMS facilities. These facilities range in age, size, and condition.
This project is of the highest priority for the City of Cleveland, not only because of its size, cost, and complexity, but because of the critical nature of the services provided by its Fire and EMS Departments for the safety and security of our citizens. The quality and continuity of these services is of the utmost importance. This project will have a high public profile and will directly impact how City safety services interact with those whom they serve.
Because of this, the City is seeking an Owner's Advisor to represent the City and provide experience and insight through construction, and potentially through operation.
MOCAP oversees the administration of the City's Capital Improvement Plan (CIP) for all City-owned facilities, outdoor spaces, and infrastructure, working through its three divisions: the Division of Architecture & Site Development, the Division of Engineering & Construction, and the Division of Real Estate. The mission statement for MOCAP is:
To provide for the planning, designing, construction, and preservation of the City of Cleveland's facilities and infrastructure through collaborative and comprehensive planning, leadership in management, excellence in sustainable design and technical expertise, and quality construction based on integrity and professionalism.
