About this file
This is a Northern Ireland Fair Employment Practices Disclosure form required by the City of Cleveland for contractors and subcontractors with more than fifty percent (50%) interest in proposed contracts. The disclosure is mandated pursuant to Codified Ordinance Sec. 181.36 and must be submitted prior to contract award. Contractors must certify either non-engagement in Northern Ireland business activities or demonstrate compliance with the MacBride Principles for Fair Employment in Northern Ireland. The form requires certification by the contractor or subcontractor with identification of controlling shareholders, subsidiaries, and parent corporations engaged in business or trading for profit in Northern Ireland. Any contractor or subcontractor found to have made a false statement is subject to contract default remedies and automatic exclusion from bidding on City of Cleveland contracts for a period of two (2) years. For the specific contract opportunity referenced—the Owner's Representative position for Public Safety Energy Improvements at Fire/EMS stations—this disclosure is one of multiple compliance requirements applicants must fulfill by the proposal deadline of February 18, 2026, at 12:00 p.m.
The disclosure form itself contains no pricing information, funding requirements, or set-asides, as it functions solely as a compliance certification document. Respondents must check one of three options: that they are not engaged in Northern Ireland business activities; that they are engaged in such activities but are taking lawful and good faith steps to comply with the MacBride Principles; or attach supporting documentation demonstrating such compliance. The form defines "controlling shareholder" as any shareholder owning more than fifty percent (50%) of corporate stock or more than twenty-five percent (25%) if no other shareholder owns a larger share. Failure to complete and submit this disclosure prior to contract award will result in ineligibility for the contract, making it a mandatory compliance element for all bidders.
