About this opportunity

The Oregon Department of Corrections is requesting bids on warehouse re-roofing and building improvements at the Oregon State Correctional Institution (OSCI) in Salem under ITB 17403, with bids due July 21, 2026 at 2:00 PM (PST) and a mandatory pre-bid conference on June 30, 2026 at 9:00 AM (PST). Failure to attend the pre-bid conference renders bids non-responsive.

The scope includes demolition and replacement of the existing roof system on an 11,300-square-foot warehouse building constructed in 1957, installation of a new SBS roofing assembly on the warehouse and standing seam metal roof over a carport area, replacement of roof curbs, sleepers, drains, and overflow systems, removal and reinstallation of existing AC units, relocation of a radio tower guy wire support system, and construction of a new concrete retaining wall. The existing roof consists of polyiso insulation with a 2-ply built-up roof system with lead flashing. Asbestos bulk testing of roofing and insulation materials tested negative. All work must comply with 2025 Oregon Structural Specialty Code and 2025 Oregon Energy Efficiency Specialty Code, with structural design loads including 20 PSF minimum snow load and 98 mph ultimate wind speed. Work hours are restricted to 6:00 AM–5:00 PM, Monday through Friday, excluding state holidays.

The project estimate for bonding purposes is $650,000 to $700,000. Substantial completion of re-roofing on the main warehouse is required within 60 calendar days after Notice to Proceed; all other work within 75 calendar days; final completion within 90 calendar days. Liquidated damages of $725.00 per calendar day apply for delays beyond substantial and final completion dates.

Bid security equal to 10% of total bid is required. The successful bidder must provide Performance and Payment Bonds each at 100% of awarded contract value and proof of insurance within 10 calendar days of intent to award. Prevailing wage compliance, a qualifying employee drug testing program, and apprenticeship goals of 12% of work hours in apprenticeable occupations are mandatory. Award goes to the responsive and responsible bidder with the lowest total base bid. No federal funding is used. Contact: Dustin M. Sculatti, (503) 510-5285 or Dustin.M.Sculatti@doc.oregon.gov.
