About this file
Summary
This is a set of architectural and structural plans for the Oregon Department of Corrections' Oregon State Correctional Institution (OSCI) Warehouse Roof Replacement Project located at 3405 Deer Park Drive SE, Salem, Oregon 97310. The project involves the replacement of the existing roof system on an 11,300 square foot warehouse building constructed in 1957, along with demolition and reconstruction of a carport structure on the southeast side of the facility. The work scope includes removal of the existing SBS roofing system and installation of a new SBS roofing assembly on the main warehouse structure, installation of a new standing seam metal roof over the carport area, replacement of roof curbs and sleepers, installation of new roof drains and overflow systems, removal and reinstallation of existing AC units, relocation of a radio tower guy wire support system, and construction of a new concrete retaining wall with foundation work. The project is identified as Project #25-033 and was issued for permit as of December 2026. The architectural firm SOLARC Architecture, Inc. (contact: Nate Carter, nate@solarc-a.com, 971.344.1919) prepared the plans, with MCS Engineers, Inc. providing structural engineering services. The project owner and client is the Oregon Department of Corrections, Facilities Services, with project management handled by Rachael R. Halstead-Jeffreys.
The plans include comprehensive details covering demolition, new construction, foundation work, structural steel and light-gauge metal framing, roofing assemblies, and waterproofing requirements. Key structural elements include new concrete footings and slabs, light-gauge steel stud framing at 24 inches on center, HSS column connections, metal roof joist framing at 24 inches on center, and new concrete retaining walls with drainage systems. Wind uplift ratings range from 19.5 PSF in field zones to 61.0 PSF in corner zones for the warehouse, and 31.5 PSF to 60.7 PSF for the carport. The project complies with the 2025 Oregon Structural Specialty Code, 2025 Oregon Energy Efficiency Specialty Code, and applicable mechanical, electrical, plumbing, and fire codes. Design loads include a minimum 20 PSF snow load and 98 mph ultimate wind speed for Exposure C. Special inspection and testing requirements are outlined in accordance with the Oregon Structural Specialty Code Section 1705, including continuous or periodic inspection of concrete, structural steel, welding, reinforcing placement, and soil preparation work. The contractor is responsible for all site conditions verification, construction sequencing, safety compliance, and coordination of all trades.
