About this file

This Scope of Work document pertains to the Oregon Department of Corrections (ODOC) and outlines the warehouse re-roofing and building improvements project at the Oregon State Correctional Institution (OSCI) located at 3405 Deer Park Drive SE, Salem, Oregon. The project encompasses roof demolition and replacement of the existing 24-year-old roofing system, skylight replacement, roof equipment curbs and sleepers replacement, new ladder procurement and installation, roof and overflow drain replacement with new piping and insulation, new sheet metal flashing and trim, walk pads, fall protection systems, carport demolition and reconstruction with new concrete walls and waterproofing, and new concrete paving. The project manager is Rachael Halstead-Jeffreys with ODOC, and the prime consultant engineer is Nate Carter of Solarc Architecture. Work is permitted between 6:00 AM and 5:00 PM, Monday through Friday, excluding state holidays unless otherwise approved. Substantial completion of re-roofing on the main warehouse is required within 60 calendar days after Notice to Proceed, with all other work to be completed within 75 calendar days, and final completion required within 90 calendar days after Notice to Proceed.

The contract requires contractors to provide Safety Data Sheets for all chemicals used on site and to coordinate with the owner to shut down air intake equipment and maintain indoor air quality during roofing operations. An existing roof-mounted communication antenna will be offline early August 2026 and relocated temporarily to the loading dock area for approximately two months before being restored to service by September. The contractor is responsible for arranging and paying for roofing manufacturer inspection services, which must occur between years one and two following substantial completion, with this cost included in the contract sum. The existing roof consists of polyiso insulation with a 2-ply built-up roof system with lead flashing and single primary drains set within the sump.
