About this opportunity
Osage Nation Information Technology is requesting proposals for Microsoft licensing and cloud services support to drive a multi-year modernization initiative, with sealed proposals due October 27, 2026 at 2:00 p.m. CST. The primary decision filter is a requirement for Proof of Osage Ownership Affidavit demonstrating 51 percent Osage tribal member ownership; all proposers must also comply with applicable Osage Nation law and consent to Osage Nation Trial Court venue for dispute resolution.
The scope encompasses licensing optimization strategy, Enterprise Agreement-to-Cloud Solution Provider transition support, Microsoft 365 GCC G5 services for 500+ users, Azure infrastructure optimization (currently averaging $5,000 monthly consumption), security and compliance reviews, Copilot and AI readiness planning, and quarterly strategic business reviews. The current environment includes Windows Server, SQL Server, System Center, Remote Desktop Services, and legacy on-premises infrastructure targeted for cloud migration. Proposers must hold relevant Microsoft Solutions Partner designations and demonstrate direct CSP status or indirect-provider capability. References from at least three comparable engagements, preferably including government or tribal organizations, are required.
Evaluation weights licensing cost and EA/CSP pricing models at 25 percent; vendor-funded services at 20 percent; Microsoft funding and FastTrack success at 15 percent; Microsoft 365 GCC and Azure expertise at 15 percent; public-sector and tribal-government experience at 10 percent; support and service-management model at 10 percent; and strategic planning services at 5 percent. Award will be made to the respondent offering greatest overall value, not lowest price. Proposals must include pricing for four scenarios: Enterprise Agreement renewal, CSP annual commitment, CSP monthly commitment, and a hybrid EA/CSP recommendation.
Questions are due October 19, 2026 at 4:30 p.m. CST; final addenda will be distributed October 20, 2026. Contract execution is required within 30 calendar days from Notice of Award. Osage Nation retains full ownership and administrative control of all Microsoft tenants, subscriptions, and data.
