About this file
This is a Request for Proposal (RFP) issued by Osage Nation Information Technology (ONIT) in Oklahoma for Microsoft Licensing and Cloud Services. The RFP seeks a vendor to provide comprehensive licensing strategy, cloud solution provider (CSP) services, Microsoft Azure support, and strategic Microsoft services to support the Nation's multi-year modernization initiative. The scope encompasses support for more than 500 Microsoft 365 GCC G5 users, Azure infrastructure averaging $5,000 monthly consumption, and migration of legacy on-premises services to cloud platforms. The RFP requires respondents to submit complete pricing proposals, implementation plans, and detailed responses to evaluation criteria within the proposal format specified in Section 13. No specific response due date, site visit requirements, or bidders' conference details are identified in this document excerpt. The selected vendor will be awarded a contract to provide services including licensing optimization, EA-to-CSP transition support, Microsoft 365 GCC services, Azure optimization, security and compliance reviews, Copilot and AI readiness planning, and strategic quarterly business reviews.
The evaluation will weight licensing cost and EA/CSP pricing models at 25 percent, included vendor-funded services at 20 percent, Microsoft funding and FastTrack success at 15 percent, Microsoft 365 GCC and Azure expertise at 15 percent, public-sector and tribal-government experience at 10 percent, support and service-management model at 10 percent, and strategic planning services at 5 percent. Respondents must provide pricing for four scenarios: Enterprise Agreement renewal, CSP annual commitment, CSP monthly commitment, and a hybrid EA/CSP recommendation. The current environment includes 500+ Microsoft 365 GCC G5 users, Azure consumption at approximately $5,000 monthly, Windows Server, SQL Server, System Center, Remote Desktop Services, and legacy on-premises infrastructure. The RFP emphasizes proactive identification of Microsoft-funded implementation services, FastTrack eligibility, and vendor-funded services as material evaluation components. Respondents must hold relevant Microsoft Solutions Partner designations, demonstrate direct CSP status or indirect-provider capability, provide at least three references from comparable engagements preferably including government or tribal organizations, and comply with all Osage Nation procurement, contracting, security, and legal requirements. Award will be made to the respondent offering the greatest overall value rather than the lowest price, and the Nation retains full ownership and administrative control of all Microsoft tenants, subscriptions, and data.
