About this opportunity

The Michigan Department of Environment, Great Lakes, and Energy is seeking proposals under Direct Solicitation 260000000035 for plugging and site restoration of nine orphan gas storage wells in Gratiot County (New Haven Section 31–33), with proposals due July 21, 2026, at 3 p.m. Eastern. Eligibility is restricted to vendors prequalified through prior RFP processes (RFP# 210000000834, 220000000547, 220000001850, 220000002631, or 240000000951), and attendance at the mandatory pre-bid meeting on July 9, 2026, at 10:00 a.m. Eastern at the New Haven Compressor Station is required to submit a proposal.

The scope covers complete abandonment and site restoration of nine named wells (Nellie Wannamaker 1, MCGC D-1, MCGC-15, Forquer Et Al 1, MCGC 1, MCGC 2, MCGC 3, MCGC 4, and Clyde Johnson & Nellie Stoughton 1). Bidders must submit detailed unit pricing matrices covering contractor supervision, labor (including equipment operators, rig crews, welders, electricians, roustabout laborers, toolpushers, and other Davis-Bacon classifications), equipment rental, well-plugging materials, wireline and mud engineering services, heavy equipment operations, and site restoration. Pricing is unit-based (hourly, daily, per-mile, per-barrel, per-sack, per-ton, per-foot, or lump-sum) with an overhead percentage applied only to subcontracted services and rentals. All quoted rates are firm for the project duration. Bidders must also submit a project timeline broken into Site Prep, Mobilization/Demobilization, Plugging, and Site Restoration.

All work is subject to Davis-Bacon prevailing wage requirements, with approved wage rates ranging from $39.57–$41.28 per hour plus $25.00–$40.00 in fringe benefits depending on classification.

Proposals are evaluated on four equal weighted criteria (25% each): Key Personnel, Business Owned Equipment List, Company's Technical Experience and Ability, and Vendor Questions Worksheet, with a minimum score of 80 points required. Award will be based on best overall value, not lowest price. Bidder questions are due July 14, 2026. The anticipated project start date follows a pre-construction meeting with the successful contractor. Proposals must be submitted electronically through the SIGMA VSS system in modifiable native formats, with file sizes not exceeding 6 MB per document.
