About this file
This is a Question and Answer document for the State of Michigan's Orphan Well New Haven Section 31-33 plugging project in Gratiot County, addressing nine wells requiring abandonment and restoration services. The project encompasses well plugging operations at multiple permitted locations, including considerations for site access, terrain restoration, and removal of obstacles such as gates, equipment, and vegetation. Key site-specific details include permit #32241 at Leisure Lake Campground with septic tank proximity concerns requiring careful equipment placement, permit #27638 on a farm property where equipment removal coordination is needed, and permit #22186 on the D-2 location requiring tree trimming along a historical lease road for rig access. Additional sites include New Haven #350, #12, #11, and #6719, each presenting unique access and preparation challenges that contractors must account for in their pricing.
Contractors are required to include separate line item pricing for various contingency scenarios, including removal of non-dirt lease roads with seeding, gate removal, slab wood pile relocation, farm equipment removal, tree trimming for access, power and pump removal, and wireline services as determined by plugging instructions. The State of Michigan will coordinate with landowners regarding gate retention preferences and removal of certain obstacles, but contractors must provide backup pricing in the event landowner cooperation is not forthcoming. Labor billing clarifications indicate that equipment operators should not be invoiced at the general Laborer rate when operating specific vehicles, while three-person rig crews working directly on the rig are invoiced at the rig rate rather than individual labor rates. Flowline disconnection and capping at the wellhead is the contractor's responsibility, with flushing and removal deferred to subsequent facility projects.

Q & A DS No. 260000000035 New Haven Sec. 31-33 Plugging Project
1. Do we have to remove any roads and restore and seed terrain?
Answer: Include price to remove any non-dirt lease road and seed, but the vast majority of lease roads will be left “as is” other than simple grading.
1. Do we have to remove any gates at road’s or at entrance going into locations?
Answer: Include price to remove the gates even though the landowner may wish to keep them. The State of Michigan will coordinate with landowners on preference to keep or remove gate(s).
1. On permit # 32241 New Haven #350 in campground, where are the septic drain fields located?
Answer: Ken Schunk, the owner of Leisure Lake Campground, indicated that there are a couple of septic tanks located in the vicinity of the well location, but there is a 70 or 80’ offset from the well to the tanks. Rocks will be removed and the rig can still be easily rigged up at location with care not to place heavy objects or equipment over the top of buried tanks.
1. New Haven # 12, will slab wood pile be moved away from well or are we responsible for moving it?
Answer: The State of Michigan will coordinate with landowner to remove slab wood pile. However, Contractor should provide price to remove slab wood pile in the event landowner fails to remove pile.
1. Permit # 27638, will farm equipment be moved away from well or are we responsible for moving it?
Answer: The State of Michigan will coordinate with the landowner to get equipment moved out of the way to establish well location. However, Contractor should provide price to remove old farm equipment out of the way around well location. Farmer, Mike Brecht passed away last fall or winter, and we currently do not know who the active farmer is.
1. On New Haven D-2 permit #22186 can the well be accessed on farm field side, (east side) or from landowner side?
Answer: Access will be along the west side of the row pines and on the east side of the fence. The historical lease road runs along the western edge of the pines. Tree trimming will likely be needed to clear space for rig and equipment. Contractor to provide price for tree trimming to open up lease road. The State will make efforts to procure the easiest access route to the well, but Contractor to provide price for tree trimming to utilize historical lease road in the event the State of Michigan’s alternate access efforts are not successful.
1. On permit #6719, does the power and pump that is on location need to be removed?
Answer: Include price to remove the power and pump.
1. On New Haven #11 will farm equipment and hay be removed or do we have to move items?
Answer: State will arrange to have a farmer remove farm equipment and hay.
1. How do you invoice water truck operators, dump truck operators with the new laborer line item?
Answer: Some line items still say w/operator. For those items you would not invoice at the Laborer rate.
1. How does the 3-man rig crew factor into the Labor rate?
Answer: When the crew is working on the rig they will be invoiced as part of the rig with 3-man crew rate but if they are not working on the rig, if they are running other equipment like a skid steer or if they are doing manual labor like prepping a site, then they would be invoiced at the ‘Laborer’ rate.
1. Are flowlines included?
Answer: Flowline flushing and removal are not included in these four projects. The vendor will disconnect the flowline at the wellhead and secure it with a cap. The flushing, purging, or removal will be part of the facility project.
1. How should we determine what to bid out for wireline?
Answer: Review the plugging instructions and determine where wireline is needed based on our proposed plugging instructions. We know these typically change during the actual plugging and this is where amendments will be made to the DO per the changes made on the actual plug job.
