About this file

This is a pricing matrix schedule (Schedule B) for the Orphan Well New Haven Section 31-33 project in Gratiot County, Michigan, managed by the state environmental agency EGLE (Michigan Department of Environment, Great Lakes, and Energy). The project involves the plugging and remediation of nine orphan wells, with bidders required to submit unit pricing for all line items listed in the matrix, regardless of anticipated use. The pricing structure encompasses a comprehensive range of services and materials including contractor supervision, labor, equipment rental (derricks, rigs, pumps), well-plugging materials and tools (casing, drill bits, bridge plugs, cement), environmental services (wireline, mud engineering, waste disposal), heavy equipment operations (dozers, excavators, backhoes), and site restoration activities. All bidders must provide unit prices and quantities for rated items, submit a project timeline based on 10-hour work days, and obtain prior approval from the EGLE Project Manager before mobilizing, using, or charging for any equipment or specialized services not explicitly pre-approved.

Pricing is structured on a unit-cost basis with line items billed hourly, daily, per mile, per barrel, per sack, per ton, per foot, or as lump-sum amounts for comprehensive work packages such as site access/prep, site restoration, equipment dismantling, infrastructure removal, and flowline management. Bidders must include an overhead percentage applied only to subcontracted services, rentals, and materials, with this percentage clearly separated and not applied to already-rated hourly or daily labor rates. The contract prohibits double-billing (such as invoicing both rig crew and laborer rates simultaneously for the same work) and requires that specialized equipment, supplies, services, or materials not included in the base pricing matrix obtain prior written approval and be invoiced at cost plus the designated overhead percentage. Only one contractor site supervisor may be invoiced per day of on-site work, and any rated items used to complete lump-sum work activities must be incorporated into that lump-sum price rather than billed separately.

NOTES:
1. You must submit a project timeline as outlined in DS document. Please assume 10-hour days.
2. Provide Quantity and Price/Unit for all items listed in the Bid Table, even if the item is not likely to be used for the project. We call this 'Rated Items' and have requested the unit pricing in the event
the Scope of Work changes, a change order (aka - Amendment) is necessary, or we move to a time and materials billing.
3. Bidder cannot mobilize, use, or charge for items in the pricing matrix without prior approval from EGLE Project Manager.
4. If a ‘rated item’ is used to complete a ‘lump sum’ item work activity included in the original scope of work, it cannot be invoiced separately.
For example, if you utilize an ‘excavator’ to complete concrete pad removal (‘Other Infrastructure Removal’ bid item), you cannot charge
for the excavator or operators hours as it should have been included as part of the lump sum price for ‘Other Infrastructure Removal’
5. Only 1 Contractor Site Supervisor can be invoiced per day of onsite work.
6. Rental and/or purchase of any specialized equipment, supplies, services, or materials must have prior approval from EGLE Project Manager.
7. Overhead % cannot be added to the hourly or daily rates of items already included on Schedule B when invoicing.
8. If a material, such as 'casing' is needed to properly plug the well and is not listed on this pricing matrix, it will be invoiced at cost plus the 'Overhead %'
9. Laborer includes but is not limited to: Roustabout, Heavy Equipment Operator, Tool Hand, and other similar positions. The Laborer rate will also be used by the rig crew when they are completing work activities not assoicated
with the rig, including but not limited to: laying mats, moving equipment, loading/offloading equipment and supplies or other similar general labor duties. Rig crew cannot be invoiced at the Laborer and 'Rig Crew'
line items at the same time, as that would be double-billing.
