About this opportunity

Texas Southern University is requesting proposals for an organizational performance transformation and continuous performance management platform under RFP 767, with proposals due August 20, 2026 at 11:00 a.m. Central Time and a mandatory VETHUB Subcontracting Plan required for all proposals. Questions are due August 13, 2026; no pre-proposal meeting will be held.

The scope comprises two complementary components: Part A is a 12-month embedded consulting and facilitation engagement to replace episodic performance reviews with continuous, metric-based accountability across university divisions, including a baseline organizational assessment (Month 1), leadership scorecard and accountability structure (Month 3), internal facilitator training (Month 6), and a final sustainability report (Month 12). Part B is a cloud-based software platform implementation with target go-live at Month 3, supporting continuous check-ins, goal setting, real-time feedback, and configurable performance appraisals with annual renewal options thereafter. Consulting services will be embedded on campus under the Chief Administration Officer/Senior Vice President with HR Office coordination. Respondents must propose separate pricing for Part A and Part B, with travel expenses billed separately up to a pre-negotiated maximum.

Required qualifications include demonstrated experience delivering continuous, metric-based organizational performance methodologies in complex institutional environments; verifiable references from comparable engagements; regular physical presence on campus; and experience with public-sector governance and audit considerations. Contractors must carry workers' compensation coverage with a minimum $500,000 per occurrence and general liability coverage with $1,000,000 aggregate, and retain financial records for seven years post-expiration.

Evaluation criteria: qualifications and organizational experience (20%), project team experience (10%), technical approach and methodology (20%), past performance and references (15%), implementation and transition plan (10%), demonstration or case study (5%), and cost proposal (20%). TSU reserves the right to split awards among multiple vendors. Proposals must be submitted in paper original plus flash drive to TSU Purchasing Office, Hannah Hall Suite 333, with hand delivery or overnight carrier preferred. All bids remain valid for 90 days. TSU is exempt from sales and federal excise taxes.
