About this opportunity
The Oregon Department of Transportation (ODOT) is requesting bids on the OR 217 Culvert Repair Project, a 36-inch culvert rehabilitation at milepost 3.34 on the Beaverton-Tigard Highway in Washington County, with bids due June 25, 2026. Bidding is restricted to contractors licensed with the Oregon State Construction Contractors Board prior to submission.
The scope includes traffic control, temporary water management, culvert liner installation (via cured-in-place pipe with thermo or UV cure, or fold-and-formed pipe lining), removal and replacement of 10 linear feet of 36-inch corrugated metal pipe, flared inlet and outlet installation, riprap protection, guard rail reinstallation, and permanent seeding. For fold-and-formed pipe installations, contractor personnel must hold current certification from the FFP liner manufacturer with at least five years of documented experience and 5,000 feet of installation history. A one-year unconditional warranty covering all failures is required on FFP liner work, with defects remedied within 60 calendar days of written notice.
Substantial completion is September 18, 2026; final completion is September 30, 2026. The estimated project cost for bonding purposes is $100,000 to $250,000, with funding from State sources. Payment consists of lump-sum amounts for mobilization, temporary water management, traffic control, and pollution control; unit prices per linear foot for pipe rehabilitation; and lump-sum amounts for incidental work. Bid security of 10% of the total bid amount is required. Liquidated damages are $600 per calendar day for failure to achieve substantial completion and $500 per 20-minute period for traffic stops exceeding 20 minutes beyond permitted windows (Monday–Thursday 7 p.m. to 6 a.m.; shoulder closures anytime, limited to one-half mile).
Prevailing wage rates established by the Oregon Bureau of Labor and Industries (BOLI) as of January 5, 2026 (amended April 5, 2026) for Washington County Region 2 apply. Contractors and subcontractors must maintain a Public Works bond with the CCB before work begins. Bids are submitted exclusively through OregonBuys. No pre-bid conference is scheduled. The award will be made to the responsible bidder submitting the lowest responsive bid, contingent on sufficient project funding.
