About this opportunity
The City of Phoenix Public Works Department is seeking a contractor to provide comprehensive Operations, Maintenance, and Monitoring services for the Landfill Gas Collection Control System (RFP 27-SWDD-006) across six landfill sites, including five closed facilities and one active landfill. The contract term is six years, with potential two-year extensions, commencing around July 1, 2026. The primary objective is to proactively manage landfill gas systems, ensuring compliance with federal, state, and local regulations while controlling offsite odors and subsurface gas migration. The evaluation process will allocate a maximum of 1,000 points across four key criteria: Qualifications and Experience (400 points), Transition Start-Up and Close-Out Plans (300 points), Price (200 points), and Reporting (100 points). Key procurement dates include a release date of September 17, 2025, a deadline for questions on October 22, 2025, and a proposal response deadline of November 19, 2025, at 11:00 am. Mandatory site visits are scheduled in October 2025 for landfills including SR85, 27th Avenue, 19th Avenue, Del Rio, Skunk Creek, and Deer Valley.
The procurement includes specific Disadvantaged Business Enterprise (DBE) and Small Business participation requirements, mandating contractors to use good faith efforts to promote DBE engagement and track monthly participation through the City's Certification and Compliance System. Contractors must provide comprehensive insurance coverages, including commercial general liability, automobile liability, workers' compensation, and professional liability, with the City of Phoenix named as an additional insured. Pricing will be firm and fixed for the first three years, with potential annual inflation adjustments limited to 3% or the Consumer Price Index, whichever is less. While the City anticipates significant activity under the contract, specific quantities are not guaranteed. The contract requires detailed reporting, heat safety plans for outdoor workers, and compliance with various federal regulations including Title VI of the Civil Rights Act and Airport Improvement Program grant assurances. Although a specific contract value is not explicitly stated, the comprehensive nature of the services and the six-year contract term suggest a substantial procurement opportunity for qualified environmental management and landfill gas control contractors.
Opportunity text
