About this opportunity
The South Dakota Board of Regents (SDBOR) is issuing a Request for Proposal (RFP) for an online, interactive student training solution to support compliance and education initiatives across six public universities serving approximately 30,000 students. The procurement seeks high-quality, evidence-based training content addressing federally mandated compliance areas including Title IX of the Civil Rights Act, the Clery Act (including Campus SaVE Act and Violence Against Women Act requirements), and the Stop Campus Hazing Act. Vendors may also propose preferred training modules in areas such as Title VI compliance, ADA/Section 504 accommodations, drug and alcohol awareness, bystander intervention, campus safety, nondiscrimination, student wellness, financial aid, academic misconduct (including artificial intelligence misuse), and cybersecurity. Vendors may respond to either or both proposal options: Option A offering a fully integrated online training platform with administrative and reporting capabilities, or Option B providing training content only for delivery through SDBOR's existing D2L Brightspace learning management system. Required qualifications include documentation of three previous similar contracts, commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, WCAG 2.1 AA accessibility compliance, data security protocols aligned with FERPA, HIPAA, GLBA, and PCI-DSS standards, and certification of debarment and non-discrimination compliance. Critical deadlines include April 17, 2026, at 10:00 AM CDT for questions submission, April 21, 2026, for question responses, and April 28, 2026, at 5:00 PM CDT for proposal submission to Molly Weisgram at molly.weisgram@sdbor.edu, with demonstrations anticipated for early to mid-May 2026 and award decisions expected by the end of May 2026.
The RFP does not identify any set-aside designations for disadvantaged enterprises or restrictions on organizational types eligible to respond. There is no current incumbent vendor, allowing all qualified vendors equal opportunity to compete. The solution must integrate with SDBOR's existing infrastructure, specifically the Ellucian Banner Student Information System and D2L Brightspace learning management system for those responding to Option B, requiring single sign-on integration and centralized data management capabilities across the multi-institution environment. The contract term will begin on or after May 31, 2026, for an initial three-year period with the possibility of renewal for each following academic year, with an implementation deadline of August 1, 2026. Cost proposals must reflect system-wide pricing for the multi-institution environment and clearly separate costs by proposal option, including initial software purchase fees covering preparation, installation, rollout, training, and first-year maintenance and support, plus annual maintenance costs for subsequent years. While specific budget ranges are not disclosed in the RFP summary, pricing should be based on student headcount and full-time equivalent enrollment data from the six participating institutions: Black Hills State University, Dakota State University, Northern State University, South Dakota Mines and Technology, South Dakota State University, and University of South Dakota.
