About this file
This is a Response to Offeror Questions document issued by the South Dakota Board of Regents (SDBOR) for RFP #SDBOR04132026 concerning an online student training procurement. SDBOR seeks an online, interactive student training solution to support compliance and education initiatives across six public universities serving approximately 30,000 students. The required training must address federally mandated compliance areas including Title IX, the Clery Act (including Campus SaVE Act and Violence Against Women Act requirements), and the Stop Campus Hazing Act, with additional preferred modules in areas such as Title VI compliance, ADA/Section 504 accommodations, drug and alcohol awareness, bystander intervention, campus safety, nondiscrimination, student wellness, financial aid, academic misconduct (including artificial intelligence misuse), and cybersecurity. Vendors may respond to either Option A (fully integrated solution) or Option B (content-only). SDBOR has indicated a preference for Option A when proposals are otherwise comparable in pricing and quality. Questions submission deadline was April 17, 2026, at 10:00 AM CDT, with responses provided on April 21, 2026. Proposals are due April 28, 2026, at 5:00 PM CDT, with demonstrations anticipated for early to mid-May 2026 and award decisions expected by the end of May 2026. The contract term begins on or after May 31, 2026, for an initial three-year period with the possibility of renewal for each following academic year, with an implementation deadline of August 1, 2026.
For Option B responses, SDBOR requires content delivery integrated with D2L Brightspace at minimum via SCORM, preferably via IMS Common Cartridge or LTI 1.3, with interactive, engaging content delivered as a complete, importable package that leverages Brightspace's tracking and reporting features. SDBOR does not prefer to receive raw assets requiring staff to build modules and assessments. Training formats must exceed voice-over PowerPoint presentations and include scenario-based learning, embedded quizzes, branching, and/or clickable interactions designed to actively engage students and prevent passive completion. Content length, structure, and format should be consistent with preferences of Gen Z/Alpha populations. Institution-specific customization is preferred but not required, with particular interest in campus-specific student resources. Reporting priorities include institution-specific reporting with the opportunity to view aggregate data across the six universities. Students will access required training via Single Sign-On (SSO) authentication, either directly to the vendor platform for Option A solutions or through D2L Brightspace for Option B content. The RFP does not identify set-aside designations for disadvantaged enterprises, there is no current incumbent vendor, and pricing is competitive and will be part of the evaluation process. No specific budget ranges have been disclosed.

RFP #SDBOR04132026 – Online Student Training Responses to Vendor Questions
1. If proposals are otherwise comparable in pricing and quality, does SDBOR have a preference between Option A (fully integrated solution) and Option B (content-only), or specific factors that would make one approach more favorable?
Answer: Option A
2. For Option B, what technical format and packaging requirements should vendors assume for content delivery into D2L Brightspace (for example, SCORM, embed links, video-only)?
Answer: SDBOR seeks a solution that integrates tightly with Brightspace—at minimum via SCORM, and preferably via IMS Common Cartridge or LTI 1.3. Content should be interactive, engaging, and delivered as a complete, importable package that leverages Brightspace’s tracking and reporting features. SDBOR prefers not to receive raw assets (e.g., videos) that require staff to build modules, assessments, or engagement tracking.
Additional information on Brightspace-supported formats is available here:

3. To help vendors align scope and pricing, is SDBOR able to provide a target budget range, a not-to-exceed amount, or other pricing guidance for Option A and Option B?
Answer: Pricing is competitive and will be part of the evaluation process.
4. What level of institution-specific customization does SDBOR expect across the six universities for branding, policies, contacts, reporting language, and video content?
Answer: Institution-specific customization is preferred but not required. The ability to incorporate campus-specific student resources would be especially beneficial.
5. Should campus-specific resources be embedded within shared systemwide training modules, delivered via a branching mechanism, or created as separate institution-level content?
Answer: This will depend on the capabilities of the vendor(s) selected by the evaluation committee; however, SDBOR would welcome the option to add a campus-specific slide at the end of each training to identify relevant resources.

6. When evaluating “engaging/interactive” training, which formats or features are most important to SDBOR, such as scenario-based learning, embedded quizzes, branching, reflection prompts, or clickable interactions?
Answer: SDBOR requires more than a voice-over PowerPoint presentation.
Acceptable formats include scenario-based learning, embedded quizzes, branching, and/or clickable interactions. Training must be designed to actively engage students and prevent passive completion.
7. Does SDBOR have a preferred length, structure, or format for the required student trainings?
Answer: Length, structure, and format should be consistent with preferences of Gen Z/Alpha populations.
8. What are SDBOR’s reporting expectations in terms of systemwide (aggregate) reporting versus institution-specific reporting across the six universities?
Answer: Priority would be institution-specific reporting with the opportunity to see aggregate data.
9. Can SDBOR describe how they envision students accessing and being directed to required training (e.g., SSO entry, LMS integration, direct communication), and how this experience will be managed across the six universities?
Answer: SDBOR expects students to access required training via Single Sign-On (SSO). For vendors providing a fully integrated solution, SSO would be used to access the vendor platform directly. If a vendor is providing training content only, SDBOR would deliver the content through its D2L Brightspace LMS, which also operates using SSO authentication. Deeper LMS integrations may be considered but are not required.
