About this opportunity

The Commonwealth of Massachusetts Trial Court is requesting proposals for a comprehensive library of online professional development courses and training content under RFP published September 1, 2026, with proposals due September 30, 2026, at 2:00 PM EST. The Trial Court seeks content only — not a new Learning Management System, hosting, implementation, or migration services — that integrates with the existing Cornerstone OnDemand LMS and serves approximately 7,000 judges, elected and appointed officials, and employees across all Trial Court departments.

Required content areas include Microsoft 365 applications, artificial intelligence, leadership and management, communication skills, workplace effectiveness, conflict resolution, diversity and inclusion, cybersecurity awareness, facilities management, wellness, and related professional development topics. All content must be SCORM-compliant where applicable, accessible with closed captioning and transcripts, and available in multiple languages including Spanish, Portuguese, Haitian-Creole, Cabo-Verdean, Vietnamese, and Chinese variants. Content must use inclusive, people-first language reflecting contemporary standards.

Compensation is structured as a firm fixed-price annual subscription with pricing remaining firm for the initial two-year contract term. The Trial Court anticipates awarding a single contract but reserves the right to award to multiple vendors. The initial contract term is two years with two optional two-year renewal periods for a maximum six-year duration. All pricing must be inclusive of content licensing, updates, maintenance, technical support, LMS compatibility assistance, account management, and onboarding and deployment support. Bidders must provide annual subscription pricing for the full six-year period and identify any one-time costs.

The Trial Court does not guarantee actual utilization levels or course consumption. Questions are due September 11, 2026, at 2:00 PM EST, with official answers published by September 17. Demonstration account testing is estimated for the week of October 5, 2026, with apparent successful vendor notification anticipated in October 2026. Evaluation criteria include content quality and breadth, LMS compatibility, vendor experience and references, accessibility, and pricing, assessed on best overall value. All submissions must be electronic through COMMBUYS; paper and email submissions are not accepted. The Commonwealth Terms and Conditions for Information Technology Contracts shall apply and are not subject to negotiation.
