Required content areas include Microsoft 365 applications, Windows operating systems, artificial intelligence, leadership and management, communication skills, public speaking, workplace effectiveness, conflict resolution, diversity and inclusion, cybersecurity awareness, facilities management and workplace safety, wellness and employee well-being, and other relevant professional development topics. Content must be available at multiple proficiency levels, SCORM-compliant where applicable, accessible according to applicable standards with closed captioning and transcripts, and available in multiple languages including Spanish, Portuguese, Haitian-Creole, Cabo-Verdean, Vietnamese, and Chinese variants. Bidders must demonstrate vendor qualifications including years in business, active customer base, government sector experience, and experience serving organizations with 1,000 to 5,000+ users. All pricing must include licensing, updates, maintenance, support, and compatibility assistance, with support requirements including account management, technical support during business hours, escalation procedures, acknowledgment of requests within one business day, and resolution of routine issues within three business days.
