About this opportunity

The Administrative Office of the Courts on behalf of the Judicial Branch of the State of Delaware is requesting proposals for online legal research software and services to serve approximately 400 users across the Judiciary, with proposals due December 4, 2026 at 4:00 p.m. Eastern Time and an anticipated award in March 2027.

Vendors must attest that non-public Judiciary and State of Delaware data will not be stored or transferred outside the United States and provide proof of Delaware licensure or certification. The Judiciary will evaluate three service models: Option 1 (basic plan with all research resources at fixed price), Option 2 (premier plan with enhancements and specialized tools at separate fixed prices), and Add-Ons (specialized tools for user subsets). User populations include Judicial Officers, Staff Attorneys, Law Librarians, Law Clerks, Paralegals, and other Judiciary staff with unlimited access to current research resources and tools.

The contract term is five years with two optional one-year extensions under the same terms and conditions. Pricing must be itemized on the provided Pricing Sheet Form for each service option and enhancement. The Judiciary will not pre-pay for services and requires monthly invoices with 30-day payment terms.

Vendors selected for oral presentations must provide two-week complimentary access to their proposed solutions. All proposals must include three business references, a signed and notarized non-collusion statement, completed exception and confidentiality forms, and subcontractor information if applicable. Insurance requirements include Commercial General Liability ($1,000,000 per occurrence / $3,000,000 aggregate) and Professional Liability or Errors and Omissions ($1,000,000 per occurrence / $3,000,000 aggregate), with additional cyber liability coverage if services impact the Judiciary's information network or use Generative Artificial Intelligence. Questions are due November 6, 2026; responses to questions by November 16, 2026. Vendor presentations are scheduled for mid-December 2026 through mid-January 2027. The Administrative Office of the Courts reserves the right to reject any or all proposals, award to multiple vendors, request best and final offers, and terminate the contract for cause or convenience with at least 20 days' written notice.
