About this opportunity
Clackamas County Department of Transportation and Development is requesting proposals for online codification services and online code management for the Zoning Development Ordinance, Comprehensive Plan, and Roadway Standards, with proposals due November 9, 2026 at 2:00 p.m. Pacific Time.
The scope requires cloud-hosted, internet-accessible services with WCAG 2.1 AA compliance, mobile optimization, search functionality, hyperlinking, document sharing, and the ability to download and print code by chapter or section. The vendor must provide Microsoft Word versions and printed copies on demand, with semi-annual printed updates or updates as directed by the county. The county currently hosts these documents as PDFs and seeks a more seamless online experience.
The initial contract term is five years from an anticipated signing date of early 2027. The county retains all data ownership; converted documents belong to the county. Proposals will be evaluated on a 100-point scale: Proposer's General Background and Qualifications (0–30 points), Scope of Work (0–45 points), and Fees (0–25 points). Vendors must submit fixed-fee pricing with milestones and deliverables clearly identified, and include three references demonstrating similar work for Oregon or U.S. jurisdictions.
The vendor must propose a comprehensive Service Level Agreement addressing support processes, planned downtime, problem determination and resolution, severity level definitions, backup and disaster recovery procedures, uptime commitments, and data ownership. Required insurance includes Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Professional Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 per occurrence), and Cyber Liability ($1,000,000 per occurrence).
Questions are due November 3, 2026 at 5:00 p.m. Pacific Time. Proposals must not exceed 20 pages, single-sided, in 11-point font, and must be submitted through the Bid Locker online portal. The RFP permits other public agencies in Oregon to purchase the same services under identical terms if the awarded contractor consents. Shipping expenses will be reimbursed at actual cost.
