About this opportunity
The State of Maine's Division of Purchases is requesting quotations for a one-year fixed-price contract for etch primer to support vehicle refurbishment operations at the Limestone facility, with quotes due September 13, 2011.
The solicitation covers two products: Nason Etch Primer (ID# 491-17 or equivalent) and Activator (ID# 441-43 or equivalent), each in one-gallon containers. Estimated initial purchase volume is 70–75 gallons per product, with potential volumes up to 200 gallons based on actual production and supply needs; volume is not guaranteed. Bidders must provide Material Safety Data Sheets and manufacturer and product number information, and must be prepared to furnish and deliver samples at their own expense. Equivalent products may be proposed provided the primer tint is clearly visible when applied. Delivery is required to 125 Kansas Road, Limestone, Maine 04750.
Bid pricing must include freight to destination, exclude federal and Maine sales and use taxes, and remain firm throughout the one-year term. The Division will award to the lowest responsible bidder offering the best value, considering quality, conformity to specifications, delivery dates, and overall economy. Cash discounts for payments of 20 days or more will be considered in determining the low bid. The Division reserves the right to reject any or all quotes, waive formalities and technicalities, increase or decrease quantities by up to 10 percent, and resolve tie bids in favor of in-state bidders or those offering Maine-manufactured commodities.
All transportation charges must be prepaid by the contractor. Shipments will only be accepted up to two weeks ahead of stated delivery dates. Contract award is contingent upon successful screening through the federal Excluded Parties List System (EPLS) and required eligibility certifications. The State of Maine reserves the right to extend the contract with contractor consent or cancel with thirty days' written notice. Bidders must submit all questions through the designated Q&A link on the solicitation page; questions obtained through other means are not valid.
