About this file

This is a Request for Quotation (RFQ) document for the State of Maine seeking a one-year fixed price contract for etch primer products to support vehicle refurbishment operations at the Limestone facility. The solicitation requests bids for two primary products: Nason Etch Primer (ID# 491-17 or equivalent) and Activator (ID# 441-43 or equivalent), each in one-gallon containers. The estimated initial purchase volume is 70–75 gallons for each product, with potential volumes ranging up to 200 gallons based on actual production and supply needs. The contract term is one year, and delivery is required to 125 Kansas Road, Limestone, Maine 04750. Bidders must provide Material Safety Data Sheets (MSDS) along with manufacturer and product number information, and must be prepared to furnish and deliver samples at their own expense for evaluation and testing.

Bid pricing must include freight to the destination and are not restricted by minimum or maximum order quantities or dollar values unless otherwise specified in the bid response. The estimated purchase volume is contingent upon actual production requirements and is not guaranteed. Contract award is contingent upon successful screening through the federal Excluded Parties List System (EPLS) and any required eligibility certifications determined necessary by the State Purchasing Division. Bidders must submit inquiries regarding the RFQ to the State Purchasing Division contact rather than directly to the MMA-Limestone Facility, and additional State Purchasing Division requirements may apply separately. Equivalent products may be proposed provided the primer tint is clearly visible when applied.
