About this opportunity

The North Central Wisconsin Workforce Development Board (NCWWDB) and the Department of Workforce Development (DWD) are seeking a One-Stop Operator for Workforce Development Area 6, covering nine counties including Adams County, Wisconsin. This procurement will result in a cost-reimbursement contract to coordinate service delivery among required one-stop partners and service providers, ensuring meaningful access to workforce programs. The selected contractor will be responsible for facilitating quarterly partner meetings, managing memoranda of understanding, coordinating partner responsibilities, and ensuring compliance with state and local policies. Key deliverables include quarterly reports on meeting notes, partner management, training implementation, and service expansion to underrepresented populations, which must be submitted within 30 days of each quarter's end. The technical proposal, limited to 15 pages, will be evaluated on the organization's experience, meeting coordination capabilities, contract management, compliance strategies, and technological solutions. Proposals are due on August 8, 2025, at 2:00 PM CST, with an anticipated contract period from September 1, 2025, through August 31, 2026, and potential for three optional one-year renewals.

The procurement offers potential preference points for certified Minority Business Enterprises or Disabled Veteran-Owned Businesses, which may receive up to a 5% scoring advantage. The total possible scoring is 350 points across technical and cost criteria, with a minimum funding level of $3,500 required to cover staffing and operational functions. While the specific budget is not explicitly stated, the cost proposal template includes comprehensive budget categories for staff salaries, fringe benefits, non-personnel expenses, and indirect costs. Proposers must comply with various federal and state requirements, including completing the Federal Debarment Form, Disclosure of Lobbying Activities, and other mandatory certifications. The One-Stop Operator is explicitly restricted from certain administrative functions, such as developing local plans, managing operator selections, or negotiating local performance metrics. Notably, the Department of Workforce Development does not guarantee a specific quantity or dollar amount of services, and proposals requiring such guarantees may be disqualified. Potential bidders must demonstrate the ability to coordinate services across multiple job centers while maintaining strict compliance with WIOA regulations and state procurement guidelines.
