About this opportunity

The Fox Valley Workforce Development Board (FVWDB) and the Wisconsin Department of Workforce Development (DWD) are seeking a One-Stop Operator for Workforce Innovation and Opportunity Act (WIOA) services across six counties: Calumet, Fond du Lac, Green Lake, Waupaca, Waushara, and Winnebago. The primary objective is to coordinate service delivery among required one-stop partners and service providers, ensuring meaningful access to all programs through the one-stop delivery system. The selected contractor will be responsible for facilities management, partner coordination, ensuring compliance with policies and procedures, implementing technological solutions, and supporting continuous improvement projects. Key deliverables include quarterly partner meetings, comprehensive reporting, staff training, and technology integration. The contract will run from October 1, 2025, through September 30, 2026, with three optional one-year renewals. Proposals are due on September 19, 2025, at 2:00 PM CST, with potential oral presentations or site visits for top-scoring vendors. The evaluation will be based on a total of 350 points, with 325 points allocated to technical requirements and 25 points to the cost proposal, using a quantitative calculation where the lowest total cost receives the maximum points.

The procurement offers potential preferences for Minority Business Enterprises and Disabled Veteran-Owned Businesses, with up to a 5% advantage in scoring. Proposers must be qualified to administer complex multi-partner services, perform all services in the United States, provide a Certificate of Insurance, and meet all contract requirements outlined in the Statement of Work. The contract will be funded through federal funds, requiring compliance with applicable federal laws, regulations, and directives. While no specific incumbent vendor is mentioned, the RFP indicates a cost-reimbursement structure based on agreed-upon expenditures with potential annual inflationary adjustments. The minimum budget for staffing the functions is $3,500, with the document providing a detailed cost proposal template that includes line items for staff salaries, fringe benefits, non-personnel expenses, and indirect costs. Proposers must complete multiple attachments, including a Bidder Required Form, Disclosure of Lobbying Activities, and Federal Debarment Form, demonstrating a comprehensive vetting process for potential contractors.
