About this file

This document is a Supplemental Terms & Conditions file from the State of Wisconsin Department of Workforce Development (DWD), outlining specific contractual requirements and federal compliance standards. While the document does not provide details about a specific procurement, it establishes key contractual provisions including termination conditions, intangible property rights, and federal regulatory compliance expectations.

The document emphasizes several critical contractual elements, including the ability for either party to terminate the contract with 30 days' written notice, provisions for termination with cause, and requirements for domestic procurement preferences. Notably, the document mandates contractor compliance with multiple federal regulations, including OMB guidelines, debarment and suspension rules, lobbying restrictions, environmental protection standards, and whistleblower protections. The supplemental terms underscore the federal funding nature of the contract and the associated regulatory oversight, with specific references to 2 CFR 200 series guidelines governing federal awards and procurement processes.
