About this opportunity

The Wisconsin Department of Workforce Development (DWD), on behalf of the Northwest Wisconsin Workforce Investment Board (NWWIB), is soliciting proposals for a One-Stop Operator (OSO) to coordinate service delivery among required one-stop partners and service providers in the region, with specific focus on Ashland County. The successful contractor will be responsible for managing facilities, convening monthly partner meetings, facilitating memoranda of understanding, ensuring compliance with state and local policies, implementing staff training and development, overseeing technology solutions, and supporting sector partnerships. Key deliverables include quarterly updates to the Board, engagement with targeted populations, and supporting continuous improvement of workforce development initiatives. The Request for Proposal (RFP) requires a comprehensive technical and cost proposal, with proposals due on September 6, 2024, at 2:00 PM CST. The contract will have a one-year base term from October 1, 2024, to September 30, 2025, with potential for up to three additional one-year renewals. Evaluation criteria will likely include technical capabilities, proposed approach, organizational experience, and cost effectiveness.

The solicitation allows for potential bidder preferences, specifically a 5% preference for Minority Business Enterprises (MBE) or Disabled Veteran-Owned Businesses (DVB) certified by the Wisconsin Supplier Diversity Program. Proposers must complete multiple mandatory forms, including a Bidder Required Form, Disclosure of Lobbying Activities, Federal Debarment Certification, and a detailed cost proposal that must include at least $3,500 for staffing required functions. The contract is funded through the Workforce Innovation and Opportunity Act (WIOA) and will be cost-reimbursement based, with potential annual inflationary adjustments during renewal periods. While no specific contract value is explicitly stated, the cost proposal template includes line items for staff salaries, fringe benefits, and various operational expenses such as audit, communication, rent, supplies, travel, training, and equipment. Proposers must certify compliance with non-discrimination requirements, attest that materials were manufactured in the United States, and demonstrate they are not currently debarred or suspended from federal transactions.
