About this opportunity
The City of Cheyenne, Wyoming is requesting sealed bids for one new 15,000 GVWR gasoline-powered 4-wheel drive regular cab and chassis truck with a 14-foot bed for the Sanitation Division under ITB E-4-27, with bids due November 16, 2026 at 2:00 p.m. Attendance at a mandatory pre-bid meeting on October 29, 2026 at 10:30 a.m. at the Cheyenne Botanic Gardens is required; failure to sign the attendance sheet results in bid rejection. Wyoming resident bidders receive a 5% preference if their bid does not exceed 5% more than the lowest qualified nonresident bidder.
The vehicle must be a new 2026–2027 model year with a 6.0-liter V8 gasoline engine rated at 315 HP, automatic transmission with overdrive, tapered leaf springs front and rear, and 4-wheel anti-lock disc brakes. The 14-foot stake bed requires 40-inch steel frame sides and a Waltco lift gate (with approved equals: Maxon, Palfinger, Tommy Gate, Thieman). Required interior and exterior features include 2-way VHF radio, LED work lights, air conditioning, and dual tool boxes. Bidders must provide manufacturer's warranties for cab, chassis, stake bed, and lift gate; submit all manuals in book form; and include a list of standard equipment. Titles must be made out to the City of Cheyenne and delivered to Fleet Maintenance at 2731 Old Happy Jack Road, Cheyenne, Wyoming.
The bid includes a mandatory trade-in of a 2017 Ford F-450 Pickup (VIN #1FDUF4GY9HEB66272, Block #5939, 136,278 miles); bidders must submit unit pricing for the new truck and indicate trade-in value. A bid guarantee equal to 5% of the total bid is required only if any single unit price exceeds $100,000. Questions are due November 4, 2026 at 5:00 p.m., with addendum responses issued by November 5 at 5:00 p.m. Following bid opening, the City Council will refer the award on November 23, with Finance Committee review on December 8 and final City Council approval on December 14; purchase order issuance is estimated for December 15. Award goes to the qualified, responsible lowest responsive bidder. Liquidated damages of 0.10% of per-item price per calendar day or $30 per item per day (whichever is greater) apply to late deliveries not caused by unavoidable circumstances. Bids may not be withdrawn for 45 days after opening; electronic submission only is required.
