About this opportunity
The New York State Department of State, through its Office for New Americans (ONA), is soliciting proposals from not-for-profit organizations to implement the ONA Bilingual Coordinator Program across five counties: Allegany, Dutchess, Kings, Nassau, and Oneida. This Request for Applications (RFA) was posted on April 7, 2026, with a submission deadline of May 5, 2026. The program requires the provision of comprehensive case management services to immigrants of all ages seeking access to developmental disability services, other disability services, mental health services, and related support. Key service deliverables include assisting clients in their preferred language with navigating eligibility requirements and completing applications for services, particularly through the New York State Office for People with Developmental Disabilities (OPWDD); maintaining secure handling of personally identifiable information; facilitating access to language-accessible disability assessments and evaluations; connecting immigrants with OPWDD Front Door staff and regional Care Coordination Organizations (CCOs); assisting with service applications and form completion; providing coaching to families on service navigation and language access resources; and connecting clients ineligible for certain programs to alternative disability, mental health, and other needed services. The program emphasizes language accessibility and cultural competency as essential components of service delivery.
The RFA does not explicitly specify set-aside designations, disadvantaged enterprise restrictions, incumbent vendors, or existing technology infrastructure requirements within the provided documentation. Similarly, no specific budget ranges or award values are detailed in the available information. Interested not-for-profit organizations should carefully review the complete RFA solicitation for any additional eligibility requirements, evaluation criteria specific to organizational capacity and experience, financial qualifications, and detailed budget parameters that will inform the selection process and award determinations.
