About this opportunity

The Missouri Department of Transportation (MoDOT) and Missouri Highway and Transportation Commission (MHTC) are requesting proposals for comprehensive web-based online auction services to sell surplus state property, with proposals due August 17, 2026 at 2:00 p.m. CST via MissouriBUYS MOVERS.

The scope requires a single contractor to operate three distinct auction site types — an Authorized Customer Site for pre-qualified city and county governments and nonprofits, a Restricted Property Site for items requiring special licensing, and a Public Auction Site for general internet users. The contractor must post lots at each MoDOT facility throughout the state (not consolidate by region), maintain 95% system uptime, provide a toll-free helpdesk Monday through Friday from 8:00 a.m. to 4:00 p.m. CST, and deliver training and marketing at no additional charge. MoDOT retains authority to set minimum acceptable bids and bid increments; the contractor cannot pre-set these controls. Surplus inventory typically includes computer and electronic equipment, vehicles, office equipment, HVAC equipment, builders' supplies, furniture, highway equipment, scrap metal, and used lumber. Payment terms allow bidders a minimum of five calendar days but no more than ten calendar days to pay; the contractor must accept credit and debit cards at its own expense (MoDOT bears no credit card fees). The contractor handles all payment collection and remittance of proceeds. MoDOT does not guarantee minimum auction volume or property value.

The contract runs September 1, 2026 through August 31, 2029, with two optional one-year renewal periods at the Commission's sole discretion. Pricing is firm fixed price on Exhibit 3. The incumbent is Liquidity Services Operations LLC dba GovDeals.

Evaluation criteria (100 points total): Experience, Expertise and Reliability (25 points); Proposed Method of Performance and Technical Approach (30 points); Proposed Fee (40 points); Overall Clarity and Quality of Proposal (5 points). Questions were due July 24, 2026; Addendum 01 with Q&A was issued July 30, 2026. Required insurance includes general liability of $600,000 per occurrence and $4,000,000 aggregate, business automobile liability of $600,000/$4,000,000, and Missouri workers' compensation with $1,000,000 employer's liability.
