About this opportunity

The City of Wichita is issuing a Request for Proposal (RFP) to establish on-call traffic control contractor services for the Public Works & Utilities Department/Engineering Division. The procurement seeks multiple qualified firms to provide comprehensive traffic control services including setup, maintenance, and removal of temporary traffic control devices; implementation of traffic control plans in accordance with MUTCD and KDOT standards; pavement striping and markings; nighttime and special-event traffic control; and emergency traffic control deployments with a 2-hour response requirement. Respondents must demonstrate a minimum of 5 years' experience providing similar services with a strong understanding of industry standards and best practices, with municipal government experience being preferable. The evaluation criteria are weighted as follows: Fee Schedule and Inflation Factor (25%), Staff Qualifications and Certifications (20%), Relevant Experience in Traffic Control and Pavement Marking (25%), Staff Availability and Responsiveness (20%), and Small & Emerging Business Enterprise (S/EBE) Program participation (10%). Key deadlines include a mandatory pre-proposal meeting on February 5, 2026, at 10:00 a.m. at the Central Maintenance Facility with written questions due by 5:00 p.m. that same day, electronic proposal submission through the City's Procurement Portal by 10:00 a.m. on February 13, 2026, with evaluation and optional oral presentations anticipated in March 2026 and City Council approval tentatively scheduled for March 2026. The contract term shall be for one year with four optional one-year renewal periods, with either party able to cancel upon 30 days' written notice.

Respondents must provide professional references, disclose any civil litigation or alternative dispute resolution proceedings from the past year, and submit not-to-exceed fees with hourly billing rates. The procurement includes a Small & Emerging Business Enterprise (S/EBE) set-aside component worth 10% of the evaluation criteria, requiring interested firms to either maintain S/EBE certification or participate through proper documentation and partnerships. All contractors must maintain Commercial General Liability insurance with limits of $1,000,000 per occurrence and $2,000,000 annual aggregate, Comprehensive Automobile Liability of $1,000,000 per occurrence, Workers' Compensation meeting statutory requirements, and Employers Liability of $1,000,000 per accident and $2,000,000 annual aggregate, with the City added as primary and non-contributory additional insured. No specific budget range or award value is provided in the solicitation; however, the City reserves the right to make awards based on greatest benefit to the City rather than lowest cost and may accept or reject any or all proposals. Proposals are guaranteed for 120 days following submission, and all proposals become public record once City Council approves the award.
