About this opportunity
The City of Cambridge, Maryland is requesting bids on an on-call traffic calming and safety contract for furnishing and installing signs, markings, and traffic calming devices, with bids due August 21, 2026 at 1:00 PM. The contract permits piggyback purchasing by other Maryland jurisdictions.
The scope comprises 168 line items across five schedules: thermoplastic line striping (Items 101–114), painted line striping (Items 115–128), preformed thermoplastic and MMA markings (Items 129–144), and traffic control and calming devices including signage and miscellaneous items (Items 145–169). Quantities range from 2 units (left turn lane calming kits) to 20,000 linear feet (single white 5-inch line striping). Thermoplastic markings have designated Ennis-Flint product requirements. The contract structure includes two mobile unit categories for standalone tasks below $5,000 and between $5,000 and $15,000.
Bidders may submit proposals for Schedules A through C only, Schedules D and E only, or all Schedules A through E. Unless the City determines otherwise, the contract shall be awarded to the lowest total-bid bidder for Schedules A–C, with the City retaining discretion to award separate contract(s) for the lowest bidder for Schedules D and E. Award is based on the sum of line-item unit price extensions for the applicable schedule(s).
Subcontracting of up to 49% of work to listed subcontractors is permitted. All subcontractors must meet all requirements and certifications as if they were prime contractors. Bidders must certify non-debarment, no conviction for fraud or criminal offenses related to public transactions within the preceding three years, and no prior termination for cause or default. Bidders must acknowledge receipt of all addenda. Addendum 1, issued August 21, 2026, clarified basis of award and bid submission options and corrected a reference in the Excel worksheet (Line 108 should refer to Schedule E Items 167–168 rather than Schedule D).
No specific contract value or term is stated in the bid documents.
