About this opportunity
Eastern Municipal Water District (EMWD), California's sixth largest retail water agency serving nearly one million people across a 601-square mile service area in western Riverside County and northern San Diego County, is issuing a Request for Qualifications (RFQ) to establish an on-call list of qualified Supervisory Control and Data Acquisition (SCADA) Integrators for industrial control systems integration and automation services. The procurement seeks firms capable of providing comprehensive services including hardware design and installation, software development and configuration, technical documentation, field services, training and knowledge transfer, and consulting support across EMWD's water reclamation facilities, desalination facilities, water filtration plants, wastewater lift stations, and recycled water facilities. Qualified proposers must demonstrate a minimum of ten years' experience in providing similar SCADA integration services, provide six professional references from water and wastewater projects, maintain 24/7 on-call availability with emergency response capability within four hours of contact, and possess a valid C-10 Electrical Contractor license if required. The RFQ was issued on February 19, 2026, with a pre-proposal conference scheduled for March 3, 2026, a question submission deadline of March 10, 2026, and an electronic proposal due date of March 24, 2026 at 5:00 PM. The contract term is two years with three one-year renewal options at EMWD's sole discretion, with an anticipated agreement start date of June 15, 2026. Pricing shall remain firm-fixed for the first contract year with consideration for up to three percent annual increases in subsequent years based on documented cost justifications. EMWD anticipates selecting multiple qualified firms and may conduct interviews with short-listed respondents at its discretion, with evaluation to include pricing for three labor categories (SCADA Programmer, SCADA Engineer, and Electrician) covering standard hours, overtime, and holiday rates.
The RFQ does not specify set-aside designations or restrictions on organization types eligible to respond; however, all firms must comply with prevailing wage rate requirements and CAL/OSHA regulations. Proposers must obtain and maintain extensive insurance coverage including Commercial General Liability Insurance ($2,000,000 per occurrence), Professional Liability/Errors and Omissions Insurance ($2,000,000 per claim), Cyber Liability Insurance ($2,000,000 per claim), and Commercial Automobile Liability Insurance ($1,000,000 combined single limit), with EMWD named as additional insured. Payment and Performance bonds equal to 100 percent of the contract price are required, along with a surety bondability letter. All submittal materials must include pricing documentation that is all-inclusive and final, accounting for labor, materials, equipment, transportation, overhead, profit, insurance, applicable taxes, tariffs, licenses, permits, travel, and incidentals, with consideration given to early payment discounts. Selected contractors must comply with Homeland Security Presidential Directive 7 regarding critical infrastructure protection and execute a Non-Disclosure Agreement protecting EMWD's proprietary and confidential information related to operational technology and industrial control systems. EMWD reserves the right to reject any or all proposals, procure similar services from other providers at any time, and is under no obligation to ensure any minimum workload or monetary distribution among selected contractors; specific contract values or budget ranges are not disclosed in the available documentation.
