About this opportunity

San Bernardino County's Department of Public Works Special Districts is seeking on-call professional Storm Water Pollution Prevention Plan (SWPPP) services through a competitive Request for Proposal (RFP No. SDD-061 / SPD126-SPDAD-6116). The county anticipates selecting multiple qualified consultants to provide comprehensive stormwater management services across various county facilities, including compliance with multiple stormwater permits such as the Construction General Permit, Industrial General Permit, Phase I MS4 Permit, and Phase II Small MS4 Permit. Required services include SWPPP implementation and preparation, NPDES services, stormwater reporting, permitting assistance, site audits and inspections, Best Management Practices (BMP) installation and maintenance, pre- and post-storm inspections and sampling, training, and construction support. The Consultant's Project Manager must be a registered civil engineer, land surveyor, or geologist licensed in California with proper CASQA certifications and a minimum of five years of post-registration experience. A non-mandatory proposal conference is scheduled for November 20, 2025, at 10:00 a.m. via Microsoft Teams, with written questions due by December 4, 2025, at 4:00 p.m., and proposals due December 16, 2025, at 3:00 p.m. The evaluation criteria will assess project approach and understanding (50 points), schedule and completion (25 points), and project experience (25 points).

The contract will cover multiple Board Governed County Service Areas, including Big Bear Valley Recreation and Park District, Bloomington Recreation and Park District, and various San Bernardino County facilities. No specific set-aside designations for disadvantaged enterprises were mentioned in the documentation. The contract term runs from February 24, 2026, through June 30, 2030, with the possibility of two additional one-year renewals by mutual agreement. The county estimates a budget of $1,000,000 per contract term, with consultants compensated on a time-and-materials basis through task orders issued via Public Service Requests (PSRs). Consultants must be registered with the California Department of Industrial Relations and carry comprehensive insurance coverage, including General Liability ($1,000,000 minimum), Automobile Liability ($1,000,000 minimum), Professional Liability ($1,000,000 minimum), Environmental Liability ($5,000,000 minimum), and Cyber Liability ($1,000,000 minimum). The county reserves the right to award multiple on-call contracts and emphasizes that no minimum work is guaranteed under these agreements.
