About this file

This is Addendum No. 2 to a Request for Proposal issued by the San Bernardino County Department of Public Works Special Districts for On-Call Professional Storm Water Pollution Prevention Plan (SWPPP) Services (RFP No. SDD-061 / SPD126-SPDAD-6116). The addendum clarifies proposal submission requirements and project expectations. The county anticipates selecting multiple consultants to handle approximately 5-10 projects annually, with specific project details and permit requirements to be detailed in individual Public Service Requests. The scope of work includes compliance with multiple stormwater permits including the Construction General Permit (CGP), Industrial General Permit (IGP), Phase I MS4 Permit, and Phase II Small MS4 Permit, as well as performance of site and compliance audits at county-owned and operated facilities. Audits are to be conducted by the consultant and may include county airports but exclude landfills. The deadline for proposal submission is December 16, 2025, at 3:00 PM.

The addendum addresses 14 questions and answers from potential proposers regarding submission logistics. Key clarifications include that there is no page limit for proposals, resumes should be included in the designated proposal section per RFP Section VI.B.8, and licenses and certifications must be provided in Attachment C. The consultant is responsible for providing laboratory testing services through qualified subconsultants, and pricing should be submitted as a separate attachment in the ePro system per RFP Section VI.A.5. The contract does not guarantee a minimum amount of work, and all provisions of Addendum No. 2 are incorporated into the base RFP document.
