About this file

This Addendum No. 1 document modifies the Request for Proposal (RFP) for On-Call Professional Storm Water Pollution Prevention Plan (SWPPP) Services issued by the San Bernardino County Department of Public Works Special Districts (RFP No. SDD-061 / SPD126-SPDAD-6116). The RFP seeks qualified consultants to provide SWPPP services on an on-call basis. A non-mandatory proposal conference is scheduled for November 20, 2025, at 10:00 a.m. via Microsoft Teams. The deadline for submission of written questions is December 4, 2025, at 4:00 p.m., and proposals are due December 16, 2025, at 3:00 p.m. The anticipated contract award date is February 2026, with the contract term extending from February 2026 through June 30, 2030 (approximately 4 years and 4 months). The addendum also adds Exhibit H (Public Service Request Form) to the RFP exhibits and removes the mandatory attendance requirement for the proposal conference.

Key modifications to qualification requirements specify that the Consultant's Project Manager must be a registered civil engineer, land surveyor, or geologist licensed in California with proper CASQA certifications or equivalent SMARTS self-certification and a minimum of five years of experience post-registration. The Project Manager must hold either a QSD/QSP or QISP qualification, with remaining required certifications satisfied by other qualified project team members. Each selected consultant will receive a $1,000,000 on-call contract, though the contract does not guarantee minimum or any work. The services do not trigger prevailing wage requirements based on the current scope. This is a new contract and represents the first time the Department of Public Works – Special Districts procures these on-call services. All questions and answers are posted as addenda on ePro, and proposers must acknowledge receipt of Addendum No. 1 in their submissions.

QUESTIONS AND ANSWERS

1. Question: Per RFP Sec. V. C., does the PM that is a CA licensed civil engineer (PE), land surveyor, or geologist (PG) and possess proper CASQA certifications requirement mean that the PM is not self-certified as a QSD/P and/or QISP through SMARTS? In order to possess CASQA certifications for QSD/P, they need to hold an underlying certification or complete an approved training course as outlined in the 2022 CGP, and report continuing education requirements through the CASQA portal, qualified self-certified professionals will report their info through SMARTS not CASQA. Likewise, for the QISP, the PE/PG/Land

Surveyor do not need to take the QISP training course and pass the test, only certify that they are knowledgeable and working within their area of expertise of their PE/PG/Land

Surveyor License.

Answer: Per this addendum, both CASQA-issued certifications and SMARTS self-certifications are acceptable for meeting the QSD/QSP and QISP qualification requirements.

2. Question: Does the PM need to hold both a valid CASQA certification of QSD/P and QISP, or can the PE/PG/Land Surveyor PM hold one of those and have the supporting credentials to round out the requirements by the team?

Answer: Per this addendum, the PM only needs to hold either a QSD/QSP or QISP credential, and the remaining certification may be covered by qualified supporting staff.

3. Question: Does the County have a specific laboratory that samples need to be dropped for the analysis or is the Consultant to use Subconsultants?

Answer: The County does not have a designated laboratory for sample analysis. The

Consultant shall be responsible for providing this service and may use qualified

Subconsultants to perform all required laboratory testing.

4. Question: Per RFP Sec. V.B.7., does the Consultant provide the installation and maintenance?

Answer: Consultants are only to provide inspections and recommendations.

5. Question: Is the Cost part of the evaluation? Why is it due with the proposal?

Answer: Per RFP Sec. VII. Evaluation, the Evaluation panel will review the proposal based on qualifications and experience, technical review, and references. Cost is not part of the scoring or evaluation. However, a separate fee proposal must still be submitted at the same time. This allows us to attach the fees to the contract that will go to the Board for approval.

6. Question: Are the services under the contract applicable to prevailing wage requirements?

Answer: Based on the scope as currently defined, the work does not fall under activities that would trigger prevailing wage requirements under California Labor Code. If the scope changes to include any public works construction, alteration, demolition, installation, repair, or maintenance as defined by state law, prevailing wage requirements may apply.

7. Question: Is this a new contract? If existing, please identify the consultants on the current on-call list.

Answer: This will be a new contract and the first time the Department of Public Works – Special Districts procures these on-call services.

8. Question: What criteria will the County use to determine the consultant most qualified and best fitting the specific SOW? How big of a consideration will consultants' estimated costs to complete the PSR scope of work be in the County's selection?

Answer: Please review RFP Section VII. Evaluation for the determinations. Per this addendum, Exhibit H is to be added as an Exhibit to include the PSR sample. Estimated costs are not to be considered during the County’s selection.

9. Question: Is the contract term for the estimated budget of $1M per contract the entire 4 years and 4 months or some other length?

Answer: This contract is estimated to go to the board in February 2026 and to expire June 30, 2030.

10. Question: Is the RFP stated $1M budget estimate per contract or for all work issued under all contracts issued pursuant to this RFP?

Answer: Each selected Consultant will be issued a $1,000,000 on-call contract for the contract term. As stated in the RFP, It is important to emphasize that because the resulting contracts are for on-call services, the resulting contracts will not guarantee a minimum amount of work, or any work at all.

Addendum No. 1 Page 6 of 7

11. Question: Please clarify what CASQA certifications are required for the consultants project manager.

Answer: Please review this addendum regarding certifications in items 1-3.

12. Question: Will the County consider revising the list of qualifications required for the consultants project manager to also include individuals with current CASQA certification as a

Trainer-of-Record (ToR) or QSD with a minimum of 5 years of relevant experience?

Answer: The county has revised the list qualifications and it is clearly stated per this addendum in items 1-3.

13. Question: As San Bernardino County is the largest county by area in the continental US, would the County please clarify what is meant by the RFP's requirement to provide 3 references from other entities, preferably public agencies, of same or similar size as the County"?

Answer: References should include other government entities. While references from San

Bernardino County are acceptable, ideally the County is seeking references from agencies of similar size and complexity—such as neighboring counties (e.g., Riverside, Los Angeles, Orange) or larger cities (e.g., City of San Diego, City of Los Angeles). These examples reflect the scale and scope comparable to San Bernardino County.

14. Question: Will the names and contact information for all participants at the mandatory pre-proposal meeting be posted on epro?

Answer: This will be provided as an attachment titled Proposal Meeting Sign in Sheet.

15. Question: On page 13 of the RFP, it asks for a cost proposal to be enclosed in a "separately sealed and labeled envelope". Please confirm that if submitting electronically, the fees are to be submitted electronically as well and if they should be uploaded as a separate document from the proposal on included in one file.

Answer: Per the RFP section VI. A.5., the fees are to be uploaded as a separate attachment or in a separately sealed and labeled envelope. Envelope shall be labeled “Cost/Fee

Proposal Sheets”.
