Scope includes removal and reinstallation of county-owned pump installations (vertical close-coupled, extended-shaft, submersible, turbine line-shafted, and horizontal coupled sewage pumps); miscellaneous electrical and mechanical equipment maintenance; valve, piping, and utility equipment work; welding and fabrication services; construction, modification, and rehabilitation of water, sewer, and reclaimed water piping systems and appurtenances (hydrants, air/gas management valves, vaults, manholes); general excavation, site work, soil, landscape, and pavement restoration; and water-well repairs. Contractors must provide 24-hour emergency response capability with one-hour callback and three-hour site arrival. Work occurs during normal County hours (7:00 a.m. to 4:00 p.m.) unless otherwise approved.

The contract term begins upon execution and runs through December 31, 2027, with four optional one-year renewals at the County's sole discretion, subject to 45-day non-renewal notice. Unit prices firm through the base term; subsequent-year adjustments use Consumer Price Index percentage change. Bidders must submit a $25,000 bid bond, demonstrate at least ten years of active engagement in the field with a minimum of five representative projects of equal or greater magnitude completed within the past ten years, and provide MWBE compliance forms. Performance and payment bonds equal to 100 percent of job-order price, executed by Maryland-licensed sureties, are required at contract execution. All hourly rates and unit prices include profit, overhead, equipment, transportation, and fuel; contractors may charge 10 percent markup for materials, labor, equipment, parts, and subcontracted work outside base bid items. The County retains 5 percent for a one-year warranty period, reducible in lieu of a Maintenance Bond. Liquidated damages range from $0 to $3,000 per day depending on task cost and duration. Awards go to the lowest responsive, responsible bidder based on the sum of bid items, contingent upon the seven-day protest period. Electronic submission occurs through the County's eProcurement Portal; virtual bid opening is November 18, 2026 at 11:00 a.m. with registration required by November 17 at 12:00 p.m. Contact: Latasha Minor (Purchasing Representative).
