About this file

This document is Appendix A - Special Provisions for ITB# 27-008, issued by the Charles County Department of Public Works in Maryland, establishing a task order contract for on-call maintenance, repair, and upgrade of utilities infrastructure. The contract covers construction services including removal and reinstallation of county-owned pump installations, electrical and mechanical equipment servicing, valve and piping work, welding and fabrication, repairs to water, sewer, and reclaimed water piping systems with appurtenances such as hydrants and manholes, general excavation and site work, pavement restoration, and water well repairs. Charles County Government intends to enter into multiple agreements with general contractors on an as-needed basis, with contractors required to provide 24-hour emergency response capability and respond to emergency calls within one hour of initial contact and arrive at worksites within three hours. The contractor must submit pre-construction videos, develop Critical Path Method project schedules, attend project kickoff meetings, pre-construction site meetings, and bi-weekly progress meetings, and provide final as-built drawings sealed by a Maryland-licensed professional engineer prior to project closeout.

Task order value thresholds establish that the County will request quotes from one or more contractors for tasks valued under $300,000 and from multiple contractors for tasks valued between $300,000 and $500,000, with exceptions for projects exceeding $500,000 requiring prevailing wage and mandatory Minority and Women-Owned Business Enterprise subcontractor goals. All hourly rates and unit prices include profit, overhead, equipment, transportation, and fuel with no hidden fees, and contractors may charge a 10 percent markup for materials, labor, equipment, parts, and subcontracted work not covered under base bid items. The County will pay contractors monthly for satisfactorily performed work with 5 percent retainage held for the one-year warranty period, which may be reduced in lieu of a Maintenance Bond. No monetary award is guaranteed, and awarded contractors remain responsible for submitting responses to County requests for quotes within specified deadlines. Work must be performed during normal County hours of 7:00 a.m. to 4:00 p.m. unless otherwise approved, and liquidated damages may range from $0 to $3,000 per day depending on task cost and duration.
