About this opportunity
Los Alamos County is requesting qualifications for on-call landscape architecture, multidisciplinary architectural, and engineering services under RFQ 27-16, with proposals due August 27, 2026 at 2:00 p.m. Mountain Daylight Time and questions due August 20. The County contemplates multiple source awards to more than one offeror and will structure the contract on a task order basis over an anticipated multi-term duration of up to seven years with a combined budget cap of $3 million, not including New Mexico Gross Receipts Taxes.
The primary user will be the Community Services Department; other County departments may access services as needed by coordinating with CSD. Required services include landscape architecture, civil engineering, structural engineering, electrical and plumbing engineering, historic preservation coordination, facility assessments, design development, construction administration, and related consulting on an as-needed basis through individual task orders for the study, planning, and design of public parks and recreational infrastructure.
A New Mexico Engineer or Architect license is a pass/fail requirement. Evaluation is weighted on a 100-point system: specialized design and technical competence (45 points), capacity and capability (25 points), past performance on similar projects (20 points), and familiarity with historic facilities (10 points). Offerors must provide a minimum of three client references from the last 3–5 years and submit pricing through task order quotes on a regular five-day work week, 40-hour basis. The County provides reasonable two-week notice for services and reserves the right to separately solicit any project without guarantee of work volume.
Offerors must submit statements of qualifications electronically through the County's Bonfire Procurement Portal, identify any deviations to the County's standard services agreement, and complete required forms including certification of non-debarment, campaign contribution disclosure, and verification of authorized offeror. Proposed deviations to the sample services agreement must be submitted in writing at proposal time or the offeror will be held to the County's terms as written.
County Council approval is required by October 27, 2026 for contracts exceeding $300,000, with estimated contract award on October 28, 2026. The contract may be terminated by the County with or without cause upon ten days' written notice or without further action if funding is not appropriated in any fiscal year. Contractor must maintain comprehensive insurance coverage including general liability, workers' compensation, automobile liability, professional liability, pollution liability, and cyber insurance ($3 million per claim/in aggregate for two years post-termination).
