About this opportunity
The City of Tucson is requesting qualifications from approximately eight consulting firms to provide on-call geotechnical engineering and materials testing services under RFQ 270124, with statements of qualifications due September 10, 2026, and a pre-submittal meeting scheduled for August 20. Mandatory certifications include AASHTO Certificate of Accreditation, CCRL inspection and proficiency-sample participation, and ASTM certification compliance — these are central capability filters. The scope encompasses geotechnical design recommendations, subgrade investigations, foundation analysis, slope stability evaluations, soil and aggregate testing, concrete strength testing, asphalt concrete testing, special structural inspections, and materials quality assurance. Services are requested on an as-needed, if-needed basis; the contract is neither exclusive nor a commitment that selected consultants will receive work.
The estimated annual budget is $300,000, with individual projects capped at $250,000 and typical projects anticipated under $50,000. The initial contract term is three years with one optional two-year renewal. The City intends to select approximately eight firms to establish annual requirements contracts; compensation will be negotiated following selection. Professional Liability (Errors & Omissions) insurance of $1 million per claim and $2 million annual aggregate is required, along with Commercial General Liability at $2 million per occurrence, Commercial Automobile Liability at $1 million combined single limit, and Workers' Compensation per Arizona statutory requirements. The Regional Transportation Authority may provide funding for some testing and will require additional insured status.
Evaluation criteria totaling 100 points are firm experience and qualifications (25 points), key personnel experience and qualifications (25 points), laboratory and testing qualifications (20 points), project management and responsiveness (20 points), and staffing information and availability (10 points). Questions should be directed to Leticia Riesgo at (520) 837-4138 or leticia.riesgo@tucsonaz.gov.
