Funding is drawn from American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Funds, with all funds obligated by December 31, 2024, and expended by December 31, 2026. The contract uses either ARPA Contractor Agreement templates ($100,000 or less or greater than $100,000), incorporating 2 CFR 200 Uniform Guidance compliance, Equal Employment Opportunity provisions, prevailing wage standards where applicable, debarment certification, SAM.gov registration, and quarterly reporting requirements. Indirect costs cannot exceed 10 percent of the total award. Contractor must obtain Commission on Equal Opportunities certification, comply with the City of New Haven Living Wage Ordinance, and submit certified payroll reports. The City reserves the right to terminate for convenience with twenty-one days' written notice or for cause with five business days' notice.
