About this opportunity

The County of Sacramento is soliciting qualifications and proposals for on-call financial consulting services supporting development impact fee programs, Community Facilities Districts, special tax modeling, fiscal impact analyses, and related financial analyses, with proposals due October 8, 2026 at 2:00 p.m.

The scope includes development impact fee program support, CFD formation and administration, fiscal impact analyses, financial modeling and projections, fee updates, nexus study support, review of developer applications and reimbursement requests, preparation of staff reports and presentations, and assistance with Board of Supervisors presentations. Services are provided on a time-and-materials basis with a not-to-exceed amount per task or deliverable, with specific task orders defining scope, schedule, deliverables, budget, and required meetings.

The County may award multiple contracts and may establish a shortlist of proposers for further consideration. Respondents must certify independent contractor status with five or more full-time employees, compliance with child support obligations, and compliance with employment reporting requirements. The County's standard consulting agreement imposes a $2,000,000 commercial general liability insurance requirement per occurrence, $1,000,000 automobile liability, workers' compensation with statutory limits, and $2,000,000 professional liability per occurrence. Consultants must maintain comprehensive documentation of services and expenditures for four years following contract termination and notify the County upon expenditure of 75 percent of the authorized agreement amount. The County retains authority to terminate without cause upon thirty days' written notice or for cause immediately upon written notice of material breach.

Proposals are limited to 25 pages and must include a cover letter, firm profile, statement of qualifications, service delivery plan, references, and cost proposal submitted separately. Evaluation criteria are quality of proposed services (40 points), experience and qualifications (40 points), and RFQ compliance (20 points); optional interviews on October 26, 2026 constitute an additional 30 points for a total of 130 points if conducted. Questions are due September 18, 2026 at 5:00 p.m. Submissions must be electronic through the OpenGov Procurement portal. Respondents must accept the County's standard consulting agreement terms or propose redlined exceptions for negotiation.
