About this opportunity
The City of Seattle, through Seattle Public Utilities (SPU), is seeking qualifications for On-Call Environmental Consulting Services focused on natural resources. The procurement is a Request for Qualifications (RFQ) targeting professional environmental consulting teams to provide support for planning and implementation of capital, operation, and maintenance programs related to wetland, watercourse, and fish and wildlife resources. Core services include biological assessment of wetlands and aquatic resources, environmental review and SEPA/NEPA compliance, permitting coordination with regulatory agencies, water quality monitoring, and noise analysis. Supporting activities encompass mapping, geographic information systems, land surveying, tribal and government agency coordination, and construction monitoring. The solicitation requires consultants to work closely with SPU staff and comply with SPU Design Standards, CAD Standards, and City of Seattle Standard Plans and Specifications. A non-mandatory pre-submittal conference is scheduled for December 2, 2025, at 2:00 p.m. via Microsoft Teams, with questions due by December 12, 2025, at 12:00 p.m. Qualifications must be submitted electronically through the City's procurement portal by January 15, 2026, at 1:00 p.m., with estimated interviews during the week of February 17, 2026.
The City is committed to its Women and Minority-Owned Business Enterprise (WMBE) program and seeks consultant teams with innovative and feasible inclusion plans demonstrating commitment to diversity. There are no minimum qualifications required to submit a response, but consultants must provide a comprehensive WMBE Inclusion Plan for contracts valued above $343,000. The solicitation excludes work related to cultural or archaeological resources, environmental remediation compliance, and certain stormwater environmental compliance tasks. The City intends to award up to two on-call contracts with an estimated combined total budget of $2,000,000, divided among the awarded teams for a maximum contract term of five years. Work assignments will be issued on an as-needed, time-and-materials basis with not-to-exceed budgets and varying scopes. Consultants must maintain specific insurance coverages, including Commercial General Liability ($1,000,000 each occurrence), Automobile Liability ($1,000,000), Umbrella or Excess Liability (total $5,000,000), Contractor's Pollution Liability ($1,000,000), and Professional Liability insurance ($1,000,000 or $10,000,000). SPU does not guarantee any minimum quantity of work or contract value under these on-call contracts.
