Core services include biological assessment and documentation of wetlands and aquatic resources; environmental review and SEPA/NEPA compliance; permitting coordination with regulatory agencies including the U.S. Army Corps of Engineers, USFWS, NOAA, EPA, State of Washington departments, King County, and City departments; water quality monitoring and documentation; and noise monitoring. Supporting activities encompass GPS/GIS mapping, land surveying, tribal and government agency coordination, construction monitoring, and training development. The City intends to award up to two on-call contracts with an estimated combined budget of $2,000,000 (approximately $1,000,000 per contract). The pre-submittal conference is scheduled for December 2, 2025, at 2:00 p.m. via Microsoft Teams (non-mandatory). The City does not require state-level WMBE certification. No minimum qualifications are mandated to submit a response. SPU does not guarantee any minimum quantity of work or contract value under these on-call arrangements, and work will be issued on an as-needed, time-and-materials basis with not-to-exceed budgets.
